GENERAL PROCUREMENT NOTICE Notice Type : General Procurement Notice Tender Number ECO/01/FIN/2011 Procurement Type: International Competitive Bidding (ICB) Sector: ICT Country: Sierra Leone Issuing Date: 7th September 2011 Last Date of Submission: 21st September 2011 Status : Open Project Profile The Government of Sierra Leone (GoSL) through Sierra Leone Cable Limited (SALCAB) has received a Loan from the Islamic Development Bank (IDB) in the amount of US$ 28.27 million towards the implementation of the ECOWAS Regional Backbone and e-Governance Program (ECOWAN)- Sierra Leone Project. The Loan will be used to fulfill payments for goods, works, and consulting services which will be procured under this project. With regard to Consultancy services, part of the proceeds of this financing would be applied to cover the following consultancy services Financial & Legal Advisory for the establishment of Public Private Partnership structure for a National Fiber Optic Backbone & Access Network in Sierra Leone Consultancy for Financial and Legal Advisory to undertake a detailed financial and economic study and advice on the viability of the proposed National fiber optic Backbone, including the preparation of investor project information memorandum. In addition is to provide legal and regulatory advisory for the establishment of an appropriate Public Private Partnership Structure for the National Backbone taking into account potential participation of existing local telecom (public and private) operators/investors and international operators/investors. Sierra Leone Cable Limited (SALCAB) in collaboration with the Ministry of Information and Communication (Executing Agency) now invites eligible consultants to express interest in providing the above consultancy service. Interested consultants must provide in their expression of interest brief profile of their organization, key personnel, past experience, a list of past and present assignments of similar nature, general qualification and number of key staff and any other information that may show the consultant’s ability to carry out the assignment satisfactorily. Consultants may associate to enhance their qualification. Procurement of contracts financed under the project will be conducted through the procedures specified in the Islamic Development Bank’s Guidelines for the Use of Consultants (May, 2009) and Sierra Leone Public Procurement Guidelines. A Consultant will be selected through a short list of qualified international Consultants under International Competitive Bidding (ICB), in accordance with the Islamic Development Bank’s Guidelines and Sierra Leone Public Procurement Guidelines: Selection and Employment of Consultants (GoSL).
