The JSC “Fund for Financial Support of Agriculture” has received financing in the amount of US$ 150 000 equivalent from the Islamic Development Bank toward the cost of the Technical Assistance concerning Microfinance to Rural Communities Project, and it intends to apply part of the proceeds to payments for consulting services to be procured under this project. The project will include the following components: - Consultancy Services - Local Training - Hardware and Software The Consultancy Services to be procured under Short Listing of consultancy firms from IDB member-countries include: 1. Development of legal contracts for Islamic microfinance products (the scope of work includes full set of product documentation including legal and full process manuals, etc.) in frame of current legislation of the Republic of Kazakhstan. 2. Development of a framework for implementation and supervision of Islamic microfinance products. 3. Development of Islamic Microcredit Procedures. 4. Assisting FFSA in: i. Review and selection of training institution and training course; ii. Developing legal contracts for and arranging staff training on implementation and supervision on Islamic microfinance products; iii. Planning; iv. Evaluation of activities; v. Development of new microfinance products and modalities (the products should also be subjected to the AAOIFI’s (Accounting and Auditing Organization of Islamic Financial Institutions) Shariah and accounting standards, along with the standard operating procedures (SOPs); vi. Improvement of governance and internal controls; vii. Designing the system for monitoring benefits received by households during the life of the project; viii. Assisting in the certification & selection of suitable software; ix. Assessing/evaluating the post-implementation impact on the beneficiaries. Consulting services will be selected in accordance with the Islamic Development Bank’s Guidelines for the Use of Consultants Under Islamic Development Bank Financing (current edition) and is open to all eligible bidders as defined in the guidelines.
