Ministry of Basic and Secondary Education Projects Coordination Unit GENERAL PROCUREMENT NOTICE [The Government of The Republic of The Gambia] [University of The Gambia] [Project No: GM-0070] The Government of The Republic of The Gambia has received a loan of US$ 15.67Million from the Islamic Development Bank (IDB) toward the financing of the Gambia University Project. The objective of the project is to provide support to the higher Education Sector of The Gambia. The project will specifically contribute to improve access to, and quality of, higher education through (a) the construction and equipping of 8 Faculties; (b) the initial and in-service training of at least 17 lecturers; (c) the acquisition of teaching and learning materials and equipment; and (d) curriculum development. In addition, the project will improve the learning and teaching conditions through the construction of hostels for students and residents for lecturers. Finally, once operational, the UTG will attract many students from neighboring. The project will include the following components; (1) improving access to higher education • Studies and Supervision of civil works and Audit • Construction of Eight Faculties • Construction of General Administration, Registry and Accounting Building, Library, Hostel for 540 students, Residences for 40 faculty staff members. • Equipping of 8 Faculties, a library and related facilities as well as hostels for students and residences for lecturers (2) improving the quality of higher education • Acquisition of teaching and learning materials, furniture and equipment • Curriculum development • Training of lecturers in academic institutions in IDB member countries Procurement of Goods and Works will be in accordance with the guidelines for procurement of Goods and Works under the Islamic Development Bank financing (May 2009). Acquisitions of the service of consultants will follow the Guidelines for the use of Consultants under Islamic Development Bank financing (May 2009). Procurement of Goods: Procurement of goods will be done through International Competitiveness Bidding (ICB) and National Competitiveness Bidding (NCB) Procurement of Works: Procurement of works will be done through International Competitiveness Bidding (ICB) Selection of Consultant: Consultancy services for the Studies and Supervision of civil works and Audits will be procured through competitiveness process using Quality Cost Based Selection (QCBS) and (QBS) Quality Based Selection among the short-listed national, international and IDB member countries consultants.
