The Government of Republic of Azerbaijan has received financing from the Islamic Development Bank (IDB ) and from the International Fund for Agricultural Development (IFAD) for the implementation of Integrated Rural Development Project (IRDP) and intends to apply part of the proceeds of this financing to cover the cost of consultancy services (Detailed Engineering Design and Construction Supervision) for the existing irrigation systems at the territory covered by the Water Users Associations (WUAs) of Yevlakh (38,039 ha), Aghdash (34,590 ha), Sheki (11,345 ha), and Oghuz (2,530 ha) districts. The IDB financing will be utilized to cover the entire cost (excluding VAT and local taxes) of Consultancy Services (Detailed Engineering Design and Construction Supervision) and the cost of Civil Works for the rehabilitation of these irrigation systems. Consulting Services The State Agency on Agricultural Credits (SAAC) under the Ministry of Agriculture of the Republic of Azerbaijan would like to invite expressions of interest from qualified firms from IDB member countries to undertake the project consultancy services for the IDB-financed project component. These services will be provided under a single contract to be signed with a suitable consulting firm wherein preference will be given to Joint Venture between international consulting firm (from IDB Member Country) and a local consulting company. Selection will be carried out on quality and cost basis (QCBS). The main objective of the consulting services is to prepare detailed engineering design drawings, project estimation documents, bidding documents and construction supervision works according to the international standards for the civil works to be implemented under IRDP. The Consultancy services will include, but not limited to, the following: • Detailed topographic surveys and assessment of irrigation and drainage systems of the project area; • Preparation of designs, detailed working drawings, and bidding documents (including design reports and bidding drawings) in compliance with international standards; • Discussion of design drawing with the Client (Project Management Unit (PMU)) and other related institutions (local Irrigation Systems Departments (ISD) of Azerbaijan Amelioration and Water Farm OJSC, District Support Groups (DSG), and WUAs), and incorporate recommendations in the final design documents, and obtain the approval of various involved agencies; • Obtaining approval for the final designs from PMU, DSGs and WUAs for the works for interfarm systems, and form ISDs for the works for primary systems, and no objection from IDB and IFAD; • Ensure construction supervision and quality control for the whole period of implementation of works; • Assessment of Environment for each construction sites, including an estimation of impact of conducted works on environment in cooperation and agreement with the Ecology Committee and Utilization of Natural resources; • Preparation of General Plan for rehabilitation works for all WUAs covered by IRDP. It is estimated that for the Consultancy Services in Design, about 480 person months will be needed and for Construction Supervision, about 216 person-months. However, the estimates for the preparation of detailed engineering designs and tender documents will be on lump sum cost basis. Expressions of Interest Hereby the SAAC invites expressions of interest for short listing from internationally reputed firms from IDB Member Countries. The expressions of interest shall be delivered to the address below and/or the e-mail address not later than 30th of November, 2011 in English language (Azeri or Russian translation is preferable). The firms must include in their expressions of interest the following information: 1. The general and overall experience of the firm, origin country, country of registration. Experience of working in similar geographic region or countries; 2. Annual turnover of the firm(s) for at last 5 years; 3. Experience of the firm(s) in the required area of expertise, including FIDIC Contract Conditions; 4. Experience of the company in similar projects in the region (3 completed /ongoing suitable projects within the last 5-7 years); 5. Resume of professional employees; 6. The volume of expressions of interest should not exceed 25 pages. Only expressions of interest, received by 30th of November 2011 shall be considered. The consulting company will be selected and employed in full accordance with the indicated Guidelines.
