Request for Expression of Interest (EOI) – Consulting Firm for the provision of Accounting and Information Technology (IT) Services for the National Power Authority (NPA), Ministry of Energy and Water Resources, Freetown, Sierra Leone. Issue Date: 20 September 2011 The Government of Sierra Leone has received a Grant from the Islamic Development Bank (IDB) towards the cost of Technical Assistance for capacity building in Billing, Accounting and Information Technology (IT) Systems for the National Power Authority (NPA). The Project Management Unit (PMU) of the Ministry of Energy and Water Resources is seeking to identify competent consulting firms with the requisite skills and competencies in accounting and information technology to provide technical assistance for the National Power Authority (NPA). The objective of the assignment is to improve the accounting, cash collection processes and management information systems at the National Power Authority (NPA) through the replacement of the current systems (both software and hardware) with an integrated system that will enhance timely data acquisition, data processing, and report generation. The pursued goal is to fully utilize the accounting package that will be linked online to all vending stations within Freetown. SCOPE OF THE ASSIGNMENT The assignment involves the selection of the services of a Consulting Firm that will assign the following experts to the National Power Authority to ensure achievement of the above objectives: (a) An expert in cost accounting. (b) IT specialist The Project Management Unit of the Ministry of Energy and Water Resources invite eligible consulting Firms to indicate their interest in providing the above services. Interested Consulting Firms must provide information indicating that they are qualified to perform the services, including the experience of the firm in similar assignments and CVs of Personnel that may be deployed on this assignment. The Firm will be selected under the Quality and Cost Based Selection (QCBS) procedures described in the Islamic Development Bank Guidelines for Selection of Consultants. Expression of interest must be delivered to the address below on or before 16.00 hours on 14 October 2011.
