The Government of Sierra Leone has received financing from the Islamic Development Bank toward the cost of the Diversified Food Production Project, and intends to apply part of the proceeds for consultant services. The services include the preparation of detailed engineering designs, cost estimates and technical specifications for works to be undertaken, bidding documents and support to the entire bidding process and supervision of the works. The activities for which the expertise of the firm will be required both during the pre-contract and supervision phases are primarily: 1 The rehabilitation and development of 1000 hectares perennial Inland Valley Swamps (PIVS) and fish ponds in Bo, Tonkolili and Bombali districts; 2 The rehabilitation/construction of socio-economic Infrastructure (10 rural markets, 30 storage facilities, 90 drying floors and 70km of feeder/access roads to the PIVS to facilitate the transportation of inputs and surpluses to and from the production sites. The Ministry of Agriculture, Forestry and Food Security through the Project Management unit now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in the following area or tasks shall be the minimum requirement for the assignment: • Preparation of architectural and detailed engineering designs for rural infrastructure and that of inland valley swamps and fish ponds • Preparation of bidding documents, support to evaluation of bids using the IDB procurement guidelines and procedures • Supervision of works of similar nature and reporting Consultants may express interests in the forms of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy. A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (May 2009 edition).
