Country: People’s Republic of Bangladesh Funding Source: Islamic Development Bank and Government of the Bangladesh Project Name: Enhancing Quality Seeds Supply Project Title: General Procurement Notice (GPN) Sector: Agriculture (A)/ Industry including Agro-industry/ Infrastructure Project Code: 05-4305-8884 Loan/ Istisna’a No: BGD 153/154 Government of the People’s Republic of Bangladesh has received US$ 25.00 million under the Istisna’a and US$ 10.00 million Loan mode of financing from the Islamic Development Bank to finance the Enhancing Quality Seed Supply Project, Ministry of Agriculture, Bangladesh. Project Objectives: The general objectives of the project are to attain sustainable food security and alleviate poverty through genetic improvement of crops; production, processing, preservation and distribution of quality seeds; enhancement of crop productivity and improvement of the farm livelihoods in Bangladesh. However, the specific objectives are: 1. To genetically improve the seeds of major crops. 2. To increase production of nucleus, breeder and quality seeds of Rice, Wheat, Maize, Tuber crops, Pulses, Oil seed crops, Vegetables, Fruits, Spices, etc. 3. To multiply and distribute Foundation, Certified and Truthfully Labeled Seeds (TLS). 4. To build physical infrastructure and strengthen human resources development. 5. To impart training and technical backup to the public and private entrepreneurs, extension service providers and farmers for quality seed production and utilization. and 6. To strengthen on farm adaptive research at farmers’ field level on improved varieties and technologies of different crops. The project objectives will be achieved through: Selection of Consultants, Procurement of Goods and Procurement of Works of the Enhancing Quality Seed Supply Project, for three components (BADC, BARI and BRRI) in the following districts of Bangladesh: Location of the Project: BADC Component: Dhaka, Gazipur, Narsingdi, Sherpur, Tangail, Kishoreganj, Faridpur, Gopalganj, Rajshahi, Pabna, Bogra, Dinajpur, Thakurgaon, Nilphamari, Chuadanga, Meherpur, Jessore, Satkhira, Barisal, Chittagong, Comilla and Habiganj (22 district). BARI Component: Gazipur, Jamalpur, Munshiganj, Rajshahi, Pabna, Bogra, Rangpur, Thakurgaon , Panchagarh, Dinajpur, Chittagong, Comilla, Barisal and Jessore (14 district). BRRI Component: Gazipur, Faridpur, Rajshahi, Rangpur, Barisal, Satkhira, Comilla, Feni and Habiganj (8 district). Procurement of Goods and Works will be in accordance with the Guidelines for Procurement of Goods and Works under the Islamic Development Bank Financing (May 2009). Acquisition of the services of the consultants & Financial Audit will follow the Guidelines for the use of Consultants under the Islamic Development Bank Financing (May 2009). Procurement of Goods: Enhancing Quality Seed Supply Project in 3 implementing agency (BADC, BARI & BRRI) will be divided into 8 packages: (i) EQSSP_GD1: Procurement of Lab Equipment (ICB) (ii) EQSSP_GD2: Procurement of Agricultural Machineries & Others for BADC & BARI (ICB) (iii) EQSSP_GD3: Procurement of Agricultural Machineries for BRRI (ICB), (iv) EQSSP_GD4: Procurement of Compressor for cold store and accessories & Miscellaneous for BARI (shopping), (v) EQSSP_GD5: Procurement of Chemicals (ICB) (vi) EQSSP_GD6: Procurement of A/C for Lab. & De-humidifier Store (Shopping) (vii) EQSSP_GD7: Procurement of Office Equipment for BADC, BARI & BRRI (ICB/MC) and (viii) EQSSP_GD8: Procurement of Furniture for BADC, BARI & BRRI (NCB) and will be procured through International Competitive Bidding (ICB), International Competitive Bidding limited to the IDB Member Countries (ICB/MC), Shopping and National Competitive Bidding (NCB). Procurement of Works: Enhancing Quality Seed Supply Project in 3 implementing agency (BADC, BARI & BRRI) will be divided into 11 packages: (i) EQSSP_WD1: Land Development (NCB) (ii) EQSSP_WD2: Construction of Farmers Seed Centers(1000 mt capacity) and Seed Storage Facilities, (2000 mt & 1000mt capacity) (NCB) (iii) EQSSP_WD3: Constructions of Research Centre, land development and others (NCB) (iv) EQSSP_WD4: Construction of Seed Potato Cold Storage (2000 mt. Capacity), (ICB/MC) (v) EQSSP_WD5: Construction of 100 & 200 mt. Capacity De-humidified Store for Pulses, Oils, Vegetables & Hybrid Rice & Maize (NCB) (vi) EQSSP_WD6: Construction of Modern Seed Testing Laboratory Building , Training Centre & Dormitory with boundaries.& Field Laboratory Building. (2000 sq. meter capacity) (NCB) (vii) EQSSP_WD7: Construction of Training Complex/Building ,Out reach station & Renovation work (NCB) (viii) EQSSP_WD8: Submergence Screening (Shopping) (ix) EQSSP_WD9: Construction of Net House & Phytotron (NCB) (x) EQSSP_WD10: Construction of Seed Processing Floor (Shopping). and (xi) EQSSP_WD11: Construction of Irrigation Channel (Shopping) and will be procured through International Competitive Bidding (ICB), International Competitive Bidding limited to the IDB Member Countries (ICB/MC), Shopping and National Competitive Bidding (NCB). Selection of Consultants: Consultancy Services required for Enhancing Quality Seed Supply Project will be divided into 3 packages: (i) EQSSP_CS1: Monitoring system design & development (consultancy & software development) for Seeds Wing, MoA (QCBS/ SH LC) (ii) EQSSP_CS2: Consultancy service for Design, Management and Supervision (QCBS/ SH LC) and (iii) EQSSP_CS3: Consultancy service of Financial Audit services (LCS/ SH LC) and will be procured through National Shortlisting as QCBS / SH LC method and LCS / SH LC as per IDB Guidelines.
