The Islamic Solidarity Fund for Development (ISFD) of the Islamic Development Bank (IDB) is launching a new initiative “Renewable Energy for the Poor”, to provide off-grid rural electricity to the un-served communities in the IDB member countries. The program shall initially focus on Solar Energy sub-sector to bridge the electricity demand for communities not connected to the national grids. In this context IDB/ISFD is launching a consultancy with two broad objectives, i. Study and compare successful models of solar energy in Bangladesh, Nigeria, South Africa, particularly exploring the key socio-economic success factors, governance structures in present off-grid solar rural electricity supply schemes, and identifying sustainable service-delivery models for replication in other IDB member countries. ii. Assess the potential for launching solar energy projects in two of the IDB member countries. Assessing the long term sustainability and replicability shall be the key focus of this study. The consultant shall analyze the regulatory and institutional setup, social, cultural, and economic success factors; adequate financing, subsidy, and governance structures; appropriate technology; and replicability of successful models in other IDB member countries. Key expected outcomes are: i. In depth proposal of a suitable model for off grid solar electrification in the target countries with justification supporting the model ii. Economic (cost/benefit) Analysis of proposed models of application and replication iii. Description, analysis and recommendation of the enabling environment/structures for application/replication of models (tariffs, institutional infrastructure, regulatory, human resources and etc.) In this regard, IDB/ISFD is looking for eligible consultants who may be interested in undertaking this assignment.
