Government of Mozambique Ministry of Public Works and Housing National Directorate of Water National Rural Water and Sanitation Development Program in the Provinces of Gaza and Cabo Delgado Specific Procurement Notice Request for Expression of Interest for the “Selection of a Procurement Manager for DNA” The present Specific Procurement Notice follows the General Procurement Notice posted in the UN Development Business on July 20, 2012. The Government of Mozambique has received a loan from the Islamic Development Bank (IDB) in an amount of approximately USD 12 million to finance the cost of the ‘National Rural Water Supply and Sanitation Program (PRONASAR) in Gaza and Cabo Delgado provinces’ project. A portion of the proceeds of this loan will be applied to cover the services requested in the Terms of Reference. The loan agreement for this project was signed in June 2011. The project objective is to assist in providing safe and reliable water supply and sanitation services to the population of the two provinces and to carry out sanitation and hygiene awareness campaigns and water quality monitoring programs. The project comprises of the following components: • Decentralized Planning Support • Capacity building • Rural Water Supply Infrastructure • Rural Sanitation • Technical Assistance and Consultancy • Testing Alternative Options • Program Management The project will be implemented through the existing structures at the National Directorate of Water (DNA), Provincial Directorates of Public Works and Housing (DPOPH’s) in Gaza and Cabo Delgado and District Administrations. The objective of the assignment is to assist DNA, in implementing the ‘National Water Supply and Sanitation Program (PRONASAR) in Gaza and Cabo Delgado Provinces’ project in an effective and efficient way by setting up a reliable, solid and operative procurement management system for the project that is in accordance with the rules and procedures of the Islamic Development Bank (IDB). Moreover training and guidance will have to be provided to the staff of DNA. The request for proposal for expressions of interest is open for eligible Individual Consultants from IDB member countries. Acquisition of the services will be in accordance with the norms and rules set out in the Islamic Development Bank’s Guidelines for the Use of Consultants, which is available at the Bank website http://www.isdb.org. The Borrower is under no obligation to shortlist any consultant who expresses interest. The National Directorate of Water (DNA) invites eligible candidates to indicate their interest in providing the services.
