REQUEST FOR EXPRESSIONS OF INTEREST - Transaction Advisory Service for Water Plant DBO & Preparation of Water PPP Needs Assessment
(CONSULTING SERVICES) Design, Drafting and Tender of Potable Water Plant DBO and Construction Supervision Contract in Beirut & Preparation of a Water PPP Needs Assessment and 5-year Water PPP Program for Lebanon The Government of Lebanon has received a financing from the Arab Financing Facility for Infrastructure (AFFI) and intends to apply part of the proceeds of this financing for contracting a PPP transaction advisory services provider to (i) assist the Beirut Mount Lebanon Water Establishment (BMLWE) in the design, drafting and tender of a DBO contract and construction supervision contract for the construction and operation of a new 250,000 m3/d potable water treatment plant (WTP) to serve the Greater Beirut area and (ii) develop a plan for PPP projects in the Lebanese water sector over the next 5 years (collectively “the Project”). The AFFI is a partnership of the World Bank (IBRD), International Finance Corporation (IFC), European Investment Bank, Arab Fund for Economic & Social Development and Islamic Development Bank (IDB). The Technical Assistance Facility (TAF), one of the components of AFFI, provides technical assistance in the form of awareness raising, enabling environment strengthening and transaction advisory services to Arab governments, to assist in developing their Public-Private Partnership (PPP) agenda and preparing PPP projects. In this regard, the Islamic Development Bank (IDB), on behalf of the TAF, now invites consultants to indicate their interest in providing services for the Project. Interested consultants must provide specific information that demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments with supportive references, experience in similar conditions/countries, availability of appropriate skills among staff, etc.). The scope of the Project will cover: (a) preparing the DBO contract, construction supervision contract and all tender/proposal documents, (b) providing ongoing transaction advisory support to BMLWE management during the whole process of contract prequalification, shortlisting, tender and award and (c) assessment of options and modalities for PPP projects in the Lebanese water sector over the next 5 year period. Consultants may express their interest in the form of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy. A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition).
