Expression of Interest (EOI) for Consultancy Services
REPUBLIC OF THE GAMBIA ISLAMIC DEVELOPMENT BANK EXPRESSIONS OF INTEREST (EOI) FOR CONSULTANCY SERVICES ENHANCING VALUE ADDITION IN THE GROUNDNUT SECTOR PROJECT Country: Republic of The Gambia Name of Project: Enhancing Value Addition in the Groundnut Sector Project Sector: Agriculture / Industry including Agro-industry Loan No.: GM-0080 Istisna’a No.: GM-0081 The Government of the Republic of The Gambia has secured US$28.00 million from the Islamic Development Bank (IDB) in the form of loan and Istisna’a financing. The proceeds of the Istisna’a and the Loan will be used to finance the Enhancing Value Addition in the Groundnut Sector Project, henceforth referred to as the Project. Additional Financing is provided by the Government of The Gambia by way of counterpart funding to the tune of US$2.00million, to give a total Project Cost of US$30.00million. The main objective of the Project is to contribute towards the growth of The Gambia’s groundnut sector, thus enhancing its contribution to economic growth, poverty reduction, and economic stability. The specific objective of the Project is to modernize, expand and improve the efficiency of the Gambia Groundnut Corporation (GGC) operations, so it is able to (a) maintain its market share, (b) position itself in the high end of the groundnut value-chain to enhance its profitability, and (c) preserve and increase the income of 70% of the rural population engaged in groundnut production. The Project comprises of the following eight components: (i) Improving GGC Processing Infrastructure; (ii) Improving River Transport System for Groundnut; (iii) Improving Ground Storage, Unloading and Handling Infrastructure; (iv) Groundnut Shells Waste Management; (v) Improving Quality Testing System; (vi) Technical Assistance for Supporting Groundnut Value Chain; (vii) Project Management and Supervision Activities; and (viii) Financial Audits. The Ministry of Finance and Economic Affairs through the GGC is the Executing Agency of the Project. The Project will be implemented by GGC through the Gambian Agency for the Management of Public Works (GAMWORKS). GAMWORKS will, on behalf of GGC, undertake all the project implementation activities including hiring contractors, managing contracts, procuring consultants, undertaking routine monitoring and supervision, and measuring progress on project implementation. GAMWORKS in collaboration with GGC is in the process of short-listing Consultancy Firms interested in providing the following specialist services: (i) design and supervision of installation of a Shelling Plant with a throughput capacity of 350 Tonnes per Day (TPD), a Crushing Plant with a throughput of 300TPD, and 50TPD Briquetting Plant; (ii) Rehabilitation and Expansion of existing non-functional Cogeneration Plant; (iii) Design and Supervision of mini slipway (iv) design and supervision of storage bins at GGC Depots; (v) Rehabilitation of Staff Quarters at GGC Depots around The Gambia; (vi) Procurement of 200 Metric Tonnes (MT) Barges and a 350 Horse Power (HP) Tugboat; (vii) Procurement of various equipment to enhance the unloading and handling capacity at Depots, such as mobile conveyors, fixed belt conveyors, bobcats, tractors with trailers, screens, conveyor belting and diesel generators; and (viii) Procurement of Enzyme Linked Immunosorbent Assay (ELISA) Test Kits, Moisture Testing Equipment and Sampling Tools, along with the necessary training of quality control inspectors and staff, in order to improve the Quality Testing Systems at Denton Bridge Facility and Depots. In this regard, prospective Consultants are hereby invited to express their interest which should include a brief resume of the Consultant indicating, inter alia; a. Details of the organization and key staff, including demonstration of the availability of appropriate skills among the staff; b. List of similar assignments carried out within the past 10 years with their costs; c. List of references (Clients) with their addresses; and d. Any other qualifying information to evaluate the suitability of the consultancy firm Consultants may express interest in the form of association, validated by either an agreement or a letter of intent for agreement among members of the association (i.e. a joint-venture or sub-consultancy), to enhance their qualification. A Consultant will be selected through a shortlist of qualified international consultants (from IDB Member Countries and non-Member Countries) in accordance with “Guidelines for the Use of Consultants under Islamic Development Bank Financing (May 2009)”. A short list of a maximum of 8 firms will be established, taking into account, the firm’s reputation and competence, past experience, past performance, financial strength of the firm, organizational capacity and staffing, amongst others. Only short-listed firms will be invited to submit technical and financial proposals which will be used as a bases of selection and contract award.
