The Islamic Development Bank (IDB) intends to recruit a reputed, international firm which will work with it to produce three (3) separate short documentary films on success stories of some of the projects financed by the IDB that will also be published in brochure form. The production of the films include, but is not limited to, storyboarding, script writing, filming, and pre- and post-production work in terms of voice-over in three languages (English, Arabic, French), music native to the region, etc. Out of the three (3) films to be produced, 2 are based on a postal sector modernization project in Kazakhstan and a water supply project in Oman, and the third is based on a regional road transport connectivity program for North, West and Central Africa, which IDB supported through financing of 18 projects in over 6 countries (Burkina Faso, Chad, Mali, Mauritania, Morocco and Senegal). The assignment would include travel to the respective countries. Each of the three (3) films will be produced as a documentary version, of 4-5 minutes duration each for the Kazakhstan and the Oman projects, and 10-12 minutes for the regional road transport connectivity program, along with two commercial slots for all three (3) films of 60-second and 30-second duration each for airing through satellite channels later on. The IDB invites eligible film production firms to indicate their interest in providing their services for this assignment. Firms should provide specific information which demonstrates that they are fully qualified to perform/provide the services. The Expression of Interest (EOI), does not have a specific format or template, but should include (i) a letter of interest from the firm to participate in the assignment, (ii) profile of the firm (including evidence of the requisite expertise and skills), and (iii) list of similar assignments (i.e. portfolio of relevant work in documentary style film production) especially in the field of development in developing countries in Asia, Africa and the Middle East with relevant samples of work done within the last 5 years. Experience of having worked with Multilateral Development Financing Institutions will be an asset. The duration of the assignment will not be more than 4-6 months, depending on the specific assignment. A shortlist will be established based on all Expressions received and a proper invitation with a Request for Proposal (RfP) will be sent to the shortlisted firms. The final selection will be done in accordance with the rules and procedures of the Islamic Development Bank (IDB).
