Kyrgyz Republic “Improvement of Electricity Supply in Bishkek and Osh Cities” project Energy sector Mode of Financing: Loan Loan No. KYR No.0033 The Government of Kyrgyz Republic has received financing in the amount of USD 23,080,000.00 equivalent from the Islamic Development Bank (IsDB) toward the cost of the “Improvement Electricity supply in Bishkek and Osh cities” project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the JSC “National Electrical Grid of the Kyrgyzstan”. The project will include the following components: 1. (LOT-1 Supply of equipment and Civil Works contract ) Rehabilitation of three substations (2 for Bishkek and 1 for Osh cities); prequalification/bid under ICB procedure; 2. (LOT-2 “turnkey Contract”) Construction of 220 kV TL – 20 km (branch line from existing of 220 kV TL “Frunzenskaya” – “Bystrovka” Line to “Ala-Archa” substation); Feeder of 220 kV on “Ala-Archa” substation; bid under ICB/MC procedure; 3. Maintenance Vehicle; bid under ICB procedure; 4. Consultancy services for Project Supervision; 5. Project Management Unit; 6. Project Financial Audit Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing May, 2009, and is open to all eligible bidders as defined in the guidelines. Consulting as well as project financial audit services will be selected in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank Financing May, 2009. Specific procurement notices for contracts to be bid under the Islamic Development Bank’s international competitive bidding (ICB) and international competitive bidding limited to IDB – member countries (ICB/MC) procedures and for contracts for consultancy services will be announced, on IsDB website, international and local newspapers.
