The Islamic Solidarity Fund for Development (ISFD) is the poverty reduction arm of the Islamic Development Bank (IDB). Its mission is to develop projects and programmes to help reduce the burden of poverty in the IDB member countries. The ISFD is embarking on reviewing and updating the IDB Policy Paper on Poverty Reduction which was written in 2007. The current paper is built around five key sections, namely: The Nature of Poverty; Achieving Success in Poverty Reduction; Developing a Poverty Reduction Strategy/Approach; Priority Areas; and Road Map for Implementing Policy. It is accessible through the ISFD website (http://isfd.isdb.org) and can be downloaded from the following link: http://isfd.isdb.org/EN/publications/Documents/Foundation%20Documents/IDB%20Policy%20Paper%20on%20Poverty%20Reduction_English.pdf The goal of this assignment is to develop an updated and contextual IDB Policy Paper on Poverty Reduction, based on the ongoing IDB Member Country Poverty Assessment initiative, research evidence, emerging trends and forecasts, which would serve as a compass that directs the IDB and ISFD interventions in poverty alleviation well into the post-MDG era. The key aspects of assignment can be outlined as follows: i) Take stock of the current Policy Paper and using a synthesis on the nature, causes and trends in poverty, based on data and information from the ongoing IDB Member Country Poverty Assessment initiative, present the case for an updating of the policy paper. ii) Capture the changing landscape of poverty and the global efforts in poverty alleviation, and propose an overall road map of the measures that can be taken to deal with poverty and deprivation in IDB member countries. iii) Provide both, universal and specific principles that will guide the IDB interventions and operations in the area of poverty reduction. iv) Prescribe the priority areas of focus for the IDB and ISFD in poverty alleviation, and draw examples from evidence-based international best practices and innovative models in terms of modes of engagement and actual development interventions. The duration of the assignment is expected to be about three (3) months and the (lead) consultant will be required to visit the IDB Headquarters in Jeddah, KSA for two (02) weeks to conduct necessary interviews, gather documentation and data. The assignment is expected to be undertaken between July and September, 2013. The ISFD invites eligible consultant/s to indicate their interest in providing the services for this short-term assignment. The consultant/s should provide specific information which demonstrates that they are fully qualified to perform/provide the services. The Expression of Interest (EOI), does not have a specific format or template, but should include (i) a letter of interest from the individual/ firm to participate in the assignment, (ii) profile of the firm (including evidence of the requisite expertise and skills), (iii) list of similar assignments, and (iv) CV of the potential Team Leader for the assignment.
