REQUEST FOR EXPRESSIONS OF INTEREST (FINANCIAL AUDITS SERVICES) UZBEKISTAN SUPPORT TO THE DEVELOPMENT OF ONCOLOGY SERVICES PROJECT IN THE REPUBLIC OF UZBEKISTAN Public Healthcare Sector CONSULTING SERVICES Financing No. UZB-063 The Government of Uzbekistan has applied for financing from the Islamic Development Bank toward the cost of the “Support to Development of Oncology Services Project in the Republic of Uzbekistan”, and intends to apply part of the proceeds for financial auditing services. The services include expressing a professional opinion as to whether (i) the Project Financial Statements (PFS) show true and fair view of the Project’s financial position as of the end of each fiscal year and funds receipts from Islamic Development Bank and expenditures incurred during the period then ending, and (ii) the expenditures reimbursed on basis of Statements of Expenditures are eligible to Bank financing and are reflected on the PFS properly. The assignment will cover the resources provided by the Islamic Development Bank. Please refer to the general procurement notice for this project that appeared in the website of Islamic Development Bank at www.isdb.org dated December 29, 2012. The Ministry of Health of Republic of Uzbekistan now invites eligible national auditing firms to indicate their interest in providing the services. Interested auditing firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in the following area or tasks shall be the minimum requirement for these assignments: • Similar Specific Financial Audit Services; • Experience of Financial Audit Services in Multi-Development Financial Institutions or any international organization financed projects. Auditing firms may associate to enhance their qualifications and clearly specify the type of association (a joint-venture or sub consultancies). An auditing firm will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition).
