Individual Consultancy Service for Preparation of the Special Program for Central Asia (SPCA)
REQUEST FOR EXPRESSION OF INTEREST Consultancy Service for Preparation of the Special Program for Central Asia (SPCA) The Islamic Development Bank (IDB) is seeking the services of an individual consultant to lead and coordinate preparation of its SPCA Report, which will serve as a strategy for the IDB Group’s future interventions in the target region (covering Azerbaijan, Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan) during the next seven years. The report will comprise an economic analysis of the region to identify the growth constraints & opportunities, and an elaborated strategy focusing on few feasible (both implementation and political-wise) areas/sectors for enhancing the regional cooperation within the target region and also with other IDB regions. This assignment intends to produce a strategy document for the IDB Group’s engagement in the region, which will be materialized through potential future sector-specific programs and action plans. The assignment is expected be carried out over four months from mid-April 2014 to mid-August 2014. The IDB now invites eligible consultants to indicate their interest in providing this service. Interested individual consultants must provide their curriculum vitae (CV) indicating that they are qualified to perform the required services. Candidates have to fulfill the following requirements in order to be considered: a. Qualifications and skills: Master’s or Ph.D. degree; Good command of written and spoken English. b. Professional experience: At least ten years of professional experience in conducting country and regional economic analysis, formulation of regional cooperation strategies, and development of regional cooperation programs; Experience in Caucasus and Central Asia regions. A consultant will be selected in accordance with Quality and Cost Based Selection (QCBS) procedures as set out in the Guidelines for the Use of Consultants under the Islamic Development Bank Financing (current edition).
