c MINISTRY OF FINANCE AND TREASURY Male’, Republic of Maldives, No: (IUL)13-K/13/2014/255 TEB No: TEB/2014/72 Date: 22nd July 2014 REQUEST FOR EXPRESSION OF INTEREST Subject: Consultancy Services under Technical Assistance for Health Personnel Development and Sector Capacity Building in the Maldives Project (MAL-0043) 1. The Government of Maldives has received grant funding from the Islamic Development Bank (IDB) for the project titled above, and intends to apply part of the proceeds for consultancy services. The consultancy aims to develop standards and guidelines for health care services and develop personnel capacity to adhere to and maintain the standards according to the developed guidelines. 2. The Ministry of Finance and Treasury now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrates that they are fully qualified to perform the services (background of the firm’s technical expertise, description of any similar assignments undertaken, experience in similar conditions, availability of appropriate skills among staff, value of those services, etc.). The EOIs should not exceed 30 A4 pages. Experience in the following area or tasks shall be the minimum requirement for the assignment: i) Review existing situation analysis/technical reports on quality assurance system from national and international missions; ii) Assess the quality of selected service delivery points, skill mix at different tiers of service providers etc.; iii) Develop clinical treatment guidelines and standards; iv) Conduct consultation workshop with health sector professionals to finalise guidelines; v) Train and orient relevant staff to these standard guidelines 3. Consultants may express interests in the forms of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy. The EOI must include letter of interest from the sub-consultant or joint-venture firm clearly stating the nature of the intended association. 4. A consultant will be selected in accordance with the procedures set out in the “Guidelines for the Use of Consultants under Islamic Development Bank Financing, May 2009” 5. The Employer will prepare a short list to be pre-selected on the basis of the expression of interest received to whom, the Request for Proposals (RFP) will be send to perform the services. 6.
