REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES) UZBEKISTAN ADVANCED ELECTRICITY METERING PROJECT ENERGY CONSULTING SERVICES Mode of Financing: Installment Sale Project ID No. UZB-0072 The Republic of Uzbekistan has received financing from the Islamic Development Bank toward the cost of the “ADVANCED ELECTRICITY METERING PROJECT IN KARAKALPAK REPUBLIC AND NAVOI, KHOREZM REGIONS OF THE REPUBLIC OF UZBEKISTAN”, and intends to apply part of the proceeds for consultant services. The service include assisting the Project Management Unit (PMU) in assuring that the project is implemented to the specified standards, completed on schedule and with no significant cost overrun. Please refer to the General Procurement Notice (GPN) for this project that appeared in IsDB Website, Uzbekenergo’s Website, International and local newspapers. The SJSC “Uzbekenergo” now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific information, which demonstrate that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in project administration, support and supervision of project implementation shall be required for the assignment. Main task of the consultant includes, but is not limited to, the following tasks: (i) Assist to PMU with the procurement process (provision of clarifications on the bidding document, evaluation of bids, contract negotiations with selected contractors and suppliers); (ii) Assist UzbekEnergo in supervising the works being executed by the selected contractors and suppliers; (iii) Provide services during the defect liability period, including training; (iv) Confirm that quality of delivered goods and services conform to specifications, in case not conform to quality specifications of delivered goods and services, recommend alternative decision, and; (v) Assist to implement the social awareness program. Consultants may express interests in the forms of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy. A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (May, 2009).
