REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES) Republic of Iraq Assessment of Renewable Energy Potential and Pilot PPP Projects in Iraq The Government of Iraq has received a financing from the Arab Financing Facility for Infrastructure (AFFI) and intends to apply part of the proceeds of this financing to support the assessment of renewable energy potential in Iraq, examine the possible pilot renewable projects and explore a role for private sector, including sustainable PPP schemes. This activity under the AFFI initiative will enable the Government of Iraq to develop a renewable energy sector structuring, including legal and regulatory frameworks and define the role of the private sector in the sector. The proposed activity will: (i) review existing analysis and technical studies on renewable energy potential in Iraq; (i) analyze best-practice and lessons-learned in other countries’ renewable energy development paths and PPP schemes; (ii) provide international expertise and knowledge on renewable sector structuring, including institutional and regulatory frameworks, and project design (legal, commercial, financial aspects); (iii) propose a preliminary investment program and capacity development activities to be implemented by the Ministry of Electricity of Govt. of Iraq; and (iv) identify private sector’s role in the design of the sector structuring and implementation of potential pilot projects through PPPs (collectively “the Project”). The AFFI is a partnership of the World Bank (IBRD), International Finance Corporation (IFC), European Investment Bank, Arab Fund for Economic & Social Development and Islamic Development Bank (IDB). The Technical Assistance Facility (TAF), one of the components of AFFI, provides technical assistance in the form of awareness raising, enabling environment strengthening and transaction advisory services to Arab governments, to assist in developing their Public-Private Partnership (PPP) agenda and preparing PPP projects. In this regard, the Islamic Development Bank (IDB), on behalf of the TAF, now invites consultants to indicate their interest in providing services for the Project. Interested consultants must provide specific information that demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments with supportive references, experience in similar conditions/countries, availability of appropriate skills among staff, etc.). Consultants may express their interest in the form of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy. A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition).
