REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES) Kyrgyz Republic Osh-Batken-Isfana Road Reconstruction Project, km 75-108 Transport/Roads CONSULTING SERVICES Mode of Financing: Loan Financing No. KYR-0048 The Government of the Kyrgyz Republic has received financing from the Islamic Development Bank toward the cost of the Osh-Batken-Isfana Road Reconstruction Project, km75-108, and intends to apply part of the proceeds for consultant services. The services include Review of Detailed Engineering Design, Рrерaration of Теndеr Documents, support during prequalification and Bidding рrосеssеs and supervision of Construction Works of Osh-Batken-Isfana Road. The Project implementation period is 36 months. Please refer to the General Procurement Notice (GPN) for this project that appeared in international newspaper «Asharq Al-Awsat», dated 24 September 2014. The Ministry of Transport and Communications of the Kyrgyz Republic now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific information, which demonstrate that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in the following area or tasks shall be the minimum requirement for the assignment: • Review the detailed engineering design, produce Detailed Design Review Report specifications, participate in the tendering process and prepare Evaluation report (Contractors). • Supervision of construction works, quality control and quality assurance, highway safety and environmental mitigation measures, employing best project management practice for high standard of works. • To provide minor design modifications where necessary, prepare monthly progress reports, change orders, extension of time requests and contract administration. • Prepare the Draft Completion Report after Taking Over Certificate and Final Completion Report after the Defects Liability Period. Consultants may express interests in the forms of association, validated by an agreement among members of the association, which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy. A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition).
