The Bank of Maldives PLC has been appointed as the Fund Manager for the Islamic Development Bank’s Line of Finance (LOF) to the Government of Maldives for the Microenterprise Development Project. Under the Project, the Bank is required to provide Shariah compliant financing and support to MSMEs in a manner that helps to achieve the objectives of the Project. The Bank, in consultation with the stakeholders in managing the Project, has determined desirable approaches to be taken in implementing the Project. Bank of Maldives PLC is currently seeking an Islamic Microfinance Consultant for developing the Microfinance Strategy based on such approaches, an Action Plan for implementing the Project, Product Structures suitable for the financing activities, and Operational Manuals for offering the Products. Further, the Consultant is required to assist in Procuring a suitable Islamic Microfinance MIS for the Project. Additionally the Consultant is required to carry out Training and Capacity building sessions to train BML staff by developing a training plan and actively engage in its implementation. The Bank of Maldives PLC invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in the following area or tasks shall be the minimum requirement for the assignment: • Development of Microfinance strategy and action plan including Islamic microfinance product design and process flow design • Capacity Building in the implementation Microfinance strategies and best practices • Development of Islamic microfinance training plan including development of comprehensive modules and conducting training • Consultancy on Management Information System (MIS) to comply with Islamic Microfinance products Consultants may express interests in the forms of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy.
