GENERAL PROCUREMENT NOTICE Republic of Azerbaijan “Upgrading and Reconstruction of Ujar-Zardab-Agjabadi Road” Transport Sector Mode of Financing: Istisna'a Financing No.pAZ-0136 The Government of Azerbaijan has applied for financing in the amount of USD 224.42 mln. equivalent from the Islamic Development Bank toward the cost of the “Upgrading and Reconstruction of Ujar-Zardab-Agjabadi road” , and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. The project will include the following components I) Civil works: Civil works for upgrading and reconstruction of the 70.44 km Ujar-Zardab-Agjabadi road includes but is not limited to Earthworks Pavement; of Bridge Structures, Drainage Structures, Bus Bays, Cattle Underpasses; etc. II) Road Maintenance Equipment: A number of various types of Road Maintenance Equipment to be specified and used by the Ministry of Transport "Azerroadservice" OJSC within the project region will be supplied under this project . III) Consulting Services: includes consultancy services for preparation of Detailed Engineering Design and construction supervision of the project. In addition the Consultant will prepare relevant procurement documents and provide assistance to the PIU during the procurement process. IV) Project Financial Audit: includes auditing of project's financial statements, its accounts, utilized, budget, special accounts (if any) and other financial aspects of the project. V) Project Implementation Unit (PIU): Includes PIU Staff remuneration and reimbursable expenses, two 4x4 vehicles, Office IT equipment, equipment Office Furniture as well as PIU operating cost. Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank Financing(current edition). Specific procurement notices for contracts to be bid under the Islamic Development Bank’s international competitive bidding (ICB) or international competitive bidding – member countries (ICB/MC) procedures and for contracts for consultancy services will be announced, as they become available, in IsDB Website as well as publications of wide international circulation newspaper "AL-Khaleejiah" and local Azerbaijan newspaper "XALQ" Prequalification of suppliers and contractors will be required for procurement of Civil Works Contracts.
