INVITATION FOR BIDS (IFB) ENHANCING VALUE ADDITION IN THE GROUNDNUT SECTOR PROJECT PROCUREMENT OF WEIGHBRIDGE, TUGBOAT AND BARGES, TRACTORS AND COMPACT SKID-STEER LOADERS AND AFLATOXIN TESTING KITS FOR THE GAMBIA GROUNDNUT CORPORATION (GGC) IDB Financing No: GM-0081 1. The Government of the Republic of The Gambia has received financing from the Islamic Development Bank (IDB) towards the cost of the Enhancing Value Addition in the Groundnut Sector Project, and intends to apply part of the proceeds of this financing to payments under contracts for the procurement of goods and equipment. 2. The Gambian Agency for the Management of Public Works (GAMWORKS), acting on behalf of the Gambia Groundnut Corporation (GGC), now invites sealed bids from eligible and qualified bidders for the following contracts: Lot No. Description of the Goods Bid Security Amount Contract Identification No. Lot 2 Supply, Delivery, Assembly, Installation, Testing, Certification and Commissioning of an Electronic Weigh Bridge US$1,600 ICB/GGC/GOODS/001/14 Lot 3 Supply, Delivery, Testing, Certification and Commissioning of One (1) Motorised Tugboat with 350 HP and Ten (10) Dummy Transport Barges with 200 MT capacity US$70,000 ICB/GGC/GOODS/002/14 Lot 4 Supply, Delivery and Testing of Ten (10) Tractors complete with Trailers and Three (3) Compact Skid-Steer Loaders with Buckets US$10,000 ICB/GGC/GOODS/003/14 3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the Guidelines for Procurement of Goods and Works under IDB Financing, and is open to all bidders from eligible source countries of the World (both member and non-member countries of IDB) as defined in the Guidelines. 4. Interested eligible bidders may obtain further information and can inspect the Bidding Documents at the address noted below, from 8am to 6pm (GMT), Monday to Thursday. 5. Qualifications requirements are as noted in the Bidding Documents. 6 .A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non- refundable fee of GMD 6,000 (Six Thousand Gambian Dalasis) or US$150 (One Hundred and Fifty United States Dollars) or its equivalent in a freely convertible currency for each set of bidding document. Documents will be sent by email or courier for local delivery. The method of payment will be Cash or Bank Draft in the name of GAMWORKS payable in The Gambia or Bank Transfer. 7. Bids must be delivered to the address below on or before 12.00 noon on Tuesday 13th January, 2015. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives’ who choose to attend in person at the address below at 12.00 noon on Tuesday 13th January, 2015. All bids must be accompanied by a Bid Security of the amount noted in the table above or an equivalent amount in a freely convertible currency, in the format noted in the bidding document. 8. In addition to the above procurement, GAMWORKS is inviting interested bidders to submit an expression of interest to participate in the following Procurement of Goods and Equipment for Quality Testing Systems: Lot No. Description of the Goods Contract Identification No. Lot 5 Supply and Delivery of Nine Hundred (900) Aflatoxin Test Kits; Supply, Delivery, Testing, Certification and Commissioning of Ten (10) Electric or Manual Samplers, One (1) Grain and Oilseed Moisture Analysis Computer, One (1) Infra-Composition Analyzer, and One (1) Electric Mini Laboratory Unshelled Groundnut Sizer and Sheller. Bidding will be conducted through the Limited International Bidding (LIB) procedures specified in the Guidelines for Procurement of Goods and Works under IDB Financing, and is open to invited pre-qualified firms from all Eligible Source Countries of the World as defined in the Guidelines. 10. GAMWORKS now invites interested eligible firms to indicate their interest in the Procurement of Goods and Equipment for the Quality Testing Systems. The Expressions of Interest should include the following: a. Certificate of Registration / Incorporation; b. Profile of the Firm; c. List of similar contracts executed in the last five years; d. List of references (Clients) with their addresses, telephone numbers and email addresses; and e. Any other qualifying information to evaluate the suitability of the firm. 11. Written expressions of interest in the Procurement of Goods and Equipment for the Quality Testing Systems must be received at the address given below by 27th November, 2014. After which a short list of eligible and qualified firms will be established. Short-listed firms will be invited to bid for the contract. 12.
