The GOVERNMENT OF LEBANON has received an Istisna’a financing from Islamic Development Bank and intends to apply part of the proceeds of the fund to eligible payments under the contract for which this invitation for bids is issued. The COUNCIL FOR DEVELOPMENT AND RECONSTRUCTION (CDR), as executing agency acting for and on behalf of the GOVERNMENT OF LEBANON hereby invites companies from member countries of Islamic Development Bank to submit their bids for the Tripoli Infrastructure Development Project. The project consists of laying new sewerage, stormwater and potable water lines, construction of new sidewalks, kerbs and pavement works involving both new pavement and rehabilitation of existing pavement, of a number of existing streets in the city of Tripoli. The time for completion of the project is 24 calendar months including Sundays & Holidays. Bidding will be conducted through Intenational Competitive Bidding limited to IDB Member Countries (ICB/MC) procedures and is open to all bidders from eligible source countries as outlined in IDB Guidelines for Procurement of Goods and Works (May 2009), and lebanease contractors who are qualified at the CDR to execute civil works exceeding 20 millions dollars. Bidders may apply individually or as a joint venture. All tenderers will be subject to post qualification and shall meet the following minimum qualifying criteria: a - Particular experience within the last five years (2009-2013), as a prime contractor, in the construction of at least two (2) similar projects each with contract value exceeding 17 Million U.S. Dollars that have been substantially completed. b - Average annual turnover of 21 Million U.S. Dollars, or equivalent, over the last five years (2009-2013). c - Bank Certificate assuring access to liquid assets and/ or evidence of access to or availability of credit facilities of not less than 3.5 million U.S. Dollars, for a period of 6 months. Full details of the qualifying criteria are given in the Bidding data Sheet of the Instruction to Tenderers. Tender documents may be purchased by interested tenderers on application in person at the below mentioned address, as of Monday, December 1st 2014 Beirut local time, and upon payment of nonrefundable cheque of US$ 5000. Bids must be delivered to the address specified below on or before 12:00 noon on Thursday, January 29th, 2015 Beirut local time, and must be accompanied by a bid security in the form of an unconditional bank guarantee in the amount of 400000 U.S. Dollars valid for a period of 148 days from the latest date for submission of tenders. Technical and Financial envelopes will be opened in public session on 12:00 noon on Thursday, January 29th, 2015 Beirut local time (same as above), in the presence of tenderers’ representative who choose to attend, where the name and price of each Tenderer will be announced. The Tender Opening Committee will proceed with technical evaluation of the Tenderers’ offers, where unqualified Tenderers will be excluded, then the detailed Financial evaluation will proceed to award the Tender to the lowest Bidder.
