Expression of Interest for Short-Term Consultancy - Renewable Energy Project in Afghanistan
Project Profile The Islamic Solidarity Fund for Development (ISFD), which is the poverty reduction arm of the Islamic Development Bank (IDB) Group, intends to procure the services of a reputed, international consultant who will work with the ISFD and the Energy & ICT Division of the Infrastructure Department of the IDB Group to perform the technical feasibility study, develop a Programme Concept Document (PCD) and eventually the Project Appraisal Document (PAD) relating to Solar Energy Project in Afghanistan. Under its Renewable Energy for Poverty Reduction Program (REPoR) that was launched in June 2014 in Dakar, Senegal, the ISFD and IDB have received an official request from the Government of Afghanistan to support the “Kabul Solar PV Grid Tie Pilot Project”. The overall goal of the proposed project is to improve the living conditions of rural off-grid communities through the use of solar energy for business and domestic purposes and by providing electricity services in rural public facilities. This project will primarily benefit he local communities in deprived off-grid areas by providing solar energy in a clean and affordable way. The project will provide electricity for businesses, households, schools and government and public institutions in the proposed project vicinity. The project is expected to benefit nearly 100,000 people in Hesarak district in the Nangherhar Province, Tagab district in the Tagab Province, and Khaki Jabar district in the Kabul Province. The ISFD is planning to recruit a short-term consultant who can carry out the Technical Feasibility study of the project. If the project is found to be technically feasible, the consultant will be required to prepare the Project Concept Document as well as Project Appraisal Document as per the IDB guidelines and template. The project appraisal will entail complete project design, implementation arrangements, and project justification. The duration of the assignment will have two parts (Technical Feasibility Study and Project Appraisal). Hence it will entail two missions to Afghanistan (during which one or two IDB Staff may also accompany the consultant). The second part of the assignment (Project Appraisal) is contingent on the second part (Technical Feasibility) and will take place only if the Technical Feasibility is acceptable. The first part of the assignment is expected to take 3 weeks with two weeks of missions to Afghanistan and one week of desk work and report writing. The second part of the assignment is expected to take another three weeks with 10 days of mission to Afghanistan and the remaining period for desk work and report writing. The assignment is expected to commence in the middle of December 2015. The Consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (2009).
