Islamic Microfinance Consultant Albania Microfinance Project in Albania Microfinance Sector CONSULTING SERVICES Mode of Financing: IDB Loan (ALB 0030), ISFD Loan (ALB 0031) and Technical Assistance Grant (ALB 0032) The First Albanian Financial Development Company (FAFDC) has received financing from the Islamic Development Bank toward the cost of the Microfinance Project in Albania, and intends to apply part of the proceeds for consultant services. The services include developing a microfinance scheme and action plan for the Project including designing of shari’ah compliant microfinance products and process flows. Additionally the Consultant will develop the training plan to train the First Albanian Financial Development Company (FAFDC) staff and actively engage in its implementation. Further the Consultant will provide assistance for the implementation of the Islamic Microfinance MIS for the Project. The implementation period of the project is 3 years. The assignment duration is six months with an additional six months for systems upgrading and implementation support. Please refer to the General Procurement Notice (GPN) for this project that appeared in Shqiptarja.com, dated July 12, 2015 and July 13, 2015. The First Albanian Financial Development Company (FAFDC) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrate that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in the following area or tasks shall be the minimum requirement for the assignment: • Development of Microfinance scheme and action plan including Islamic microfinance product design and process flow design • Capacity Building in the implementation Microfinance strategies and best practices • Development of Islamic microfinance training plan including development of comprehensive modules and conducting training • Upgrading the Management Information System (MIS) to comply with Islamic Microfinance products Consultants may express interests in the forms of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy.
