REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES) Kyrgyz Republic “The Improvement of Electricity supply in the Arka area of Batken region” Project Energy sector CONSULTING SERVICES Mode of Financing: Loan Financing No. KYR-0047 The Government of the Kyrgyz Republic has received financing from the Islamic Development Bank toward the cost of the “The Improvement of Electricity supply in the Arka area of the Batken region” Project, and intends to apply part of the proceeds for consultant services. The services include engineering design and bid documents preparation, assistance to the Executing Agency during the bid evaluation, award of contract and supervision of the physical implementation of the project, implementation period is 3 years. Please refer to the General Procurement Notice (GPN) for this project that appeared in IsDB Website, NEG of Kyrgyzstan’s Website, International and local newspapers. The JSC “NEG of Kyrgyzstan” now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in the following area or tasks shall be the minimum requirement for the assignment: • The Implementation Consultant should be a consulting engineering firm having adequate international experience in detailed design, selection, monitoring, supervision and co-ordination of contractor(s), commissioning, operation and maintenance of 110/35/10 kV substation rehabilitation projects. • Specific experience is required in the areas of the rehabilitation of existing substation projects • Since the work will be carried out whilst the Arka substation is in operation, it is essential that the firm is familiar with the health, safety commercial operational aspects of working in close proximity to live electrical equipment. • Consultants may express interests in the forms of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy. A consultant will be selected from a short-list of international consultancy firms limited to IsDB Member Countries in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing ( May, 2009).
