GENERAL PROCUREMENT NOTICE KYRGYZ REPUBLIC SARYMSAK IRRIGATION SCHEME DEVELOPMENT PROJECT AGRICULTURE/WATER RESOURCES Mode of Financing: Loan Project ID No.: KYR-0053/54 The Kyrgyz Republic has applied for financing in the amount of US$ 13.25 million from the Islamic Development Bank (IDB) toward the cost of the Sarymsak Irrigation Scheme Development Project, and it intends to apply part of the proceeds for payments for goods, works and services to be procured under this project. The Project objective is development of irrigation infrastructure for supporting farmers within the scope of addressing the issue of the food security and economic development of the rural regions. The project envisions reconstruction and construction of main canal with the length of about 21.8 km and construction and reconstruction of the on-farm irrigation networks with the length of about 45.3 km. The project will develop about 2000 ha irrigated lands and improve water supply on about 1600 ha irrigated land. The Project is located in Kara-Bura district of Talas region. Project implementation period is 2015-2020. The Project includes following components: 1. Civil Works – It is planned to have two package of construction works, including (i) reconstruction and construction of main irrigation canal and (ii) construction and rehabilitation of on-farm irrigation networks. Procurement of works will be done through International Competitive Bidding limited IDB member countries (ICB/MC). 2. Supply of machinery and equipment – considers procurement of machinery and equipment for the effective operation of the irrigation system by the local authorities. Procurement of goods will be done on the basis of the National Competitive Bidding. 3. Capacity building on effective water management – envisions set of activities targeted to strengthening the capacity of the local water management authorities and water users with (i) introduction of the water saving technologies (drip irrigation) through piloting of the demonstration plots on the area of about 150 ha and (ii) training on the management of water resources and water saving technologies. Procurement of civil works and goods will be done on the basis of the international and national shopping. 4. Consulting Services for design and supervision – the component includes recruitment of consulting firm for review of detailed design prepared by the executing agency, preparation of bidding documents and supervision of construction works. Consulting firm will be selected from the short-list of firms from IDB member countries through Quality and Cost Based Selection. 5. Project Financial Audit Services – certified local audit firm will be selected from the short-list of firms among the national firms through the Least Cost selection method for preparation of project’s annual audit reports throughout the project implementation period. Procurement of contracts financed by the IDB will be conducted through the procedures as specified in the Islamic Development Bank’s Guidelines for Procurement of Goods and Works Under Islamic Development Bank Financing (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Islamic Development Bank’s Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition).
