Brief Description of Works IDB Loan Financing No.: LE-0068 (Istisna’a) The Government of Lebanon has received a loan from the Islamic Development Bank (IDB) toward the cost of the Execution and implementation of the Water Supply and Wastewater Project in "Sahel Akkar" - North Lebanon, and it intends to apply part of the proceeds of this loan toward payments under the Contract for the Construction of Lot I. The Council for Development and Reconstruction Intends to prequalify contractors and/or firms for the works or goods to be procured under this Contract. The description of the project and the scope of works are as follows: Lot I: Sahel Akkar extends along the Mediterranean coast between the city of Abbdeh and Northward to the borders with Syria, along the borders eastward to Abboudiyeh and then to Halba in the south covering an area of around 48 Km2. Lot I is located to the east of Sahel Akkar extending from Abboudiyeh southward to Halba. The project scope includes the construction of potable water networks with an approximate length of 180km of transmission and distribution pipework of various diameters ranging from 25 mm up to 500 mm. Also, the project scope includes drilling of two wells with necessary equipment and testing in Darine town, construct two pumping stations; one in Darine town and another in Halba city, construct four regional water reservoirs in Ghzaile area (2000m3 each), three ground reservoirs (1,000m3 each), five water tank towers (50 to 300m3 capacity). In addition, the project scope includes construction of wastewater networks with a length of approximately 67km of pipework of various diameters up to 1000mm. Finally, the project scope includes supply and installation of all required materials and equipment. The estimated duration for the project construction is 30 months. Prequalification will be conducted through prequalification procedures specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing, May 2012, and is open to all bidders from eligible source countries, as defined in the guidelines. Eligible Contractors from IDB member countries may also express interest in the form of association (e.g. a joint-venture or Consortia) to be validated by either an agreement or a letter of intent for agreement among members of the association with lead contractor from IDB member countries to enhance their qualification. The minimum requirements and criteria that the Employer will use to evaluate applicants are: • Particular experience within the last 10 years, as a prime contractor or joint venture member, in the construction of transmission and distribution water pipework; water tank towers and ground reservoirs, regional water pumping stations, deep water boreholes (400m Min.) and sewerage pipework, with a minimum of three completed contracts with the following distribution: •A minimum of two contracts in the construction of water supply networks and a minimum of one contract in the construction of sewerage networks, or •A minimum of two contracts in the construction of sewerage networks and a minimum of one contract in the construction of water supply networks. A contract of the said three contracts will be considered as a contract in the field of construction of water supply networks if the value of such field is more than 50% of its total value. Similarly, it will be considered as a contract in the field of construction of sewerage networks if the value of such field is more than 50% of its total value. At least one contract of the said three contracts is with a minimum value of (40) Forty Millions US$ or equivalent •Average Annual turnover in construction works of (30) Thirty Millions US$ or equivalent over the last five years. •A Bank Certificate for access to liquid assets and/or evidence of access to/or availability of credit facilities of not less than (5) Five Million US$ or equivalent to meet the construction cash flow for a period of (4) Four months. Interested eligible applicants may obtain further information from and inspect the prequalification document at the CDR (address below) during normal working hour periods (from 8:00 to 13:00), Beirut local time. Applications requiring any clarification shall contact the Employer in writing (i.e. only by duly registered correspondences or facsimile) at the address below. The prequalification document is written in the English language and can be purchased in person by interested applicants upon payment of a nonrefundable fee of US$ 1,000 (USD One Thousand) in the form of banker's certified check in the name of the Council for Development and Reconstruction. Application for prequalification should be submitted in sealed envelopes, delivered to the CDR Tenders Department at the address below not later than 17/12/2015 12:00 o'clock noon, Beirut local time on and be clearly marked "Application to Prequalify for Water Supply and Wastewater Project in "Sahel Akkar" - North Lebanon - Bid lot I.
