GOVERNMENT OF SIERRA LEONE NATIONAL COMMISSION FOR SOCIAL ACTION (NaCSA) ISLAMIC DEVELOPMENT BANK (IDB) REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTANT SERVICES Country: Republic Of Sierra Leone Name of Project: GIETENK: Sierra Leone Community Driven Development Phase II Sector: Integrated Rural Development Consultancy Services: Design Development and Supervision Mode of Financing: Istisna’a and ISFD Loan Financing No. Sl-0084-85 1. The Government of Sierra Leone has received financing from the Islamic Development Bank towards the cost of financing the “GIETRENK: Sierra Leone Community Driven Development Phase II”, and intends to apply part of the proceeds for ‘national central consultant’. The services requirements are stated below. Please refer to the General Procurement Notice (GPN) for this project that appeared in UN Business Development, NaCSA, Sierra Leone National Public Procurement Authority (NPPA) and IsDB websites on 2nd December 2015. 2. The development objective of the project is to build the livelihoods of rural poor by providing them access to socio-economic opportunities and capacity building.The project will achieve this objective by providing communities access to demand driven social and productive assets and services, building community institutions and livelihood groups thus enhancing their social capital, giving them access to a package of business development services including microfinance, and building local level institutions and strengthening decentralized governance structures. This will be done within the overall framework of developing ‘rural growth poles (RGPs)’structured around ‘Multi-utility Renewable Energy Platforms’ with chiefdoms being the targeted units. The project will take a participatory approach as engrained in the “Community Driven Development” concept and will be implemented in the following seven (7) chiefdom clusters (chiefdom comprises of a central capital, or chiefdom headquarter town, being the hub-village and section capitals or headquarter town constituting the network of satellite villages): Lower Bambara (Kenema district), Dibia-BKM (Port Loko district), Kholifa Mabang and Kunike Sanda (Tonkolili district), and Bagruwa and Ribbi (Moyamba district). 3. The consultant is expected to act as the “Central National Consultant” responsible for the following key activities: • Validating the targeting mechanism and review of participatory rural appraisal (PRA) conducted to identify eligible beneficiaries, including use of various tools for verification. • Using the results of PRA, CDD approach, local government consultation, socio-economic analysis of chiefdoms, natural and human resource analysis, local government plans, GIS mapping and possibly earth observatory technology to develop “RGP Master Plans for Development (each plan constituting investments worth US$3.5 - 8 million)” covering economic, social and livelihood development investments, structured mainly around renewable energy platforms, irrigation structures, access to microfinance and agricultural value-chains development. • Develop clear time bound action plans and sub-projects based on the RGP Development Plans. •Identification of sites and preparation of detailed designs and supervision of the sub-projects as determined through technical and consultative process. It may be noted that renewable energy/ hybrid grids shall be essential central infrastructure in all RGP plans. • Procurement and coordination of sub-consultants to be hired for Islamic microfinance support to communities through APEX Bank Sierra Leone; value-chain development and business support consultant; community development and group formation; capacity building of local government and community consultant; managing government service providers; to ensure integration of activities and linkage of beneficiaries with the RGP development plans and infrastructure provided. 4. The implementation period of the consultancy is expected to be around 5 years, covering the entire project implementation period. 5. The National Commission for Social Action (NaCSA), executing agency of the Project, now invites eligible consultants to indicate their interest in providing the aforementioned consultancy services. Interested consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in the following area or tasks shall be the minimum requirement for the assignment: (i) preparation of master plans; (ii) design and supervision of renewable energy grids, water harvesting structures and agricultural projects, (iii) community driven development process. 6. Given the specialty of the assignment, the Consultants are encouraged to express interests in the forms of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy. 7. A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing(May 2009, amended February 2012) through open short listing of both the IDB Member and non-member country firms (PS: non-member country firms are eligible for this assignment). 8.
