GENERAL PROCUREMENT NOTICE Republic of Kazakhstan Reconstruction of the Aktobe-Makat Road Project Sector: Transport MODE OF FINANCING: Istisna’a FINANCING NO.: KHZ-84/85 The Government of Republic of Kazakhstan has applied for financing from the Islamic Development Bank toward the cost of the Reconstruction of the Aktobe - Makat Road project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Government of Republic of Kazakhstan. The project will include the following components: a) Civil Works: would cover all works related to construction of 156 km road length including earthworks, granular pavement layers, asphalt pavement, shoulders, retaining walls, bridges, culverts, pipe culverts, road side drainage system, installation of road safety devices, construction of roadside facilities such as laybys, bus stops and waiting area, service areas, emergency stopovers environmental and road safety mitigation measures etc. and other associated miscellaneous civil works. b) Consultancy services: Scope of work of the Project Supervision Consultant will include but not limited to review of detailed design documents, preparation of project related procurement documents and supervision of civil work contracts under the Project. c) Road Maintenance Equipment (RME): would cover budget for acquisition of necessary road maintenance equipment including the Axle Load Control equipment for ensuring sustainability of the project. Procurement of civil works contracts financed by the Islamic Development Bank will be conducted through International Competitive Bidding limited to IDB Member Countries (ICB/MC), while procurement of RME will be conducted through International Competitive Bidding (ICB open) procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (current edition), and is open to all eligible bidders as defined in the Guidelines. Consulting services will be selected from a short-list of International Consultancy firms limited to IDB Member Countries as defined the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition). Specific procurement notices for contracts to be bid under the Islamic Development Bank’s ICB/MC ICB procedures and for contracts for consultancy services will be announced, as they become available, in IsDB Website and international newspaper of wide crculation. Prequalification of contractors will be required for the following contracts: - Civil works, Lot-1: Reconstruction of the Aktobe-Kandyagash road section, km 11-52 - Civil works, Lot-2: Reconstruction of the Aktobe-Kandyagash road section, km 52-100 - Civil works, Lot-3 Reconstruction of the Aktobe-Kandyagash road section, km 100-160 Interested eligible bidders who wish to be included on the mailing list to receive invitations for prequalification/bid under ICB and/or ICB/MC procedures, and interested consultants who wish to receive a copy of advertisement requesting expression of interest for consultancy contract, or those requiring additional information, should contact the address below during office hours 09:00 to 18:30 (Astana time).
