SPECIFIC PROCUREMENT NOTICE Invitation for Prequalification Republic of Lebanon Council for Development and Reconstruction West Bekaa Wastewater Project - Systems 1, 2 & 4 - Additional Works The Government of Lebanon has received a loan from the Islamic Development Bank (IBD) toward the cost of implementation of the West Bekaa Wastewater Project - Systems 1, 2 & 4 - Additional Works (the Project). The Council for Development and Reconstruction (CDR), Project's implementing agency, intends to apply part of the proceeds to payments under the contract for the construction of the Project, and aims to prequalify contractors and/or Emus for works or goods to be procured under this contract. The works include the construction of the following: - 75 km of gravity sewer lines of 200 and 400 mm - 7 km of pressure sewer lines of 80 and 150 mm diameter - Construction and equipment of 10 pumping - House connection of 150 and 200 mm diameter Prequalification will be conducted through prequalification procedures specified in the IDB Guidelines between Applicants from members countries. Eligible Contractors from 1DB member countries may also express interest in the form of association (e.g. a joint-venture or Consortia) to be validated by either an agreement or a letter of intent for agreement among members of the association with lead contractor from IDB member countries to enhance their qualification. Lebanese contractors should be qualified at the CDR for the execution of civil works for more than 20 Million USD. The minimum requirements and criteria that the Employer will use to evaluate applicants are: - Particular experience within the last 10 years, as a prime contractor or joint venture member, in the construction industry. - Average Annual turnover in construction works of (15) Fifteen Millions US$ or equivalent over the last five years. - A Bank Certificate for access to liquid assets andlor evidence of access to/or availability of credit facilities of not less than (4) Four Million US$ or equivalent to meet the construction cash flow for a period of (6) Four months. - Minimum of three completed water/wastewater network contracts during the last ten years with one water/wastewater network contract of a minimum value of (15) Fifteen Millions US$. - Interested eligible applicants may obtain further information from and inspect the prequalification document as of at the CDR (address below) during normal working hour periods (from 8:00 to 13:00), Beirut local time. Applicants requiring any clarification shall contact the Employer in writing (i.e. only by duly registered correspondences or facsimile) at the address below. - A complete set of the prequalification document in English may be purchased by interested applicants upon payment of a nonrefundable fee of US$ 2,000 (USD two thousands) in the form of the banker's certified check in the name of the Council for Development and Reconstruction. - Applications for prequalification should be submitted in sealed envelopes, delivered to the CDR Tenders Department at the address below not later than 12:00 o'clock noon, Beirut local time on [...date ...] and be clearly marked "Application to Prequalify for the West Bekaa Wastewater Project - Systems 1, 2 & 4 - Additional Works".
