WWW.lged.gov.bd Memo No. LGED/PD(RARIP)/B-01/2016/ Dated : 18.01.2017 REQUEST FOR EXPRESSION OF INTEREST FOR SELECTION OF BASELINE SURVEY CONSULTING FIRM County : The People’s Republic of Bangladesh Name of the Project : Rural Access Road Improvement Project (RARIP) in Sylhet Division Sector : Rural Development and Institution Mode of financing : Loan Loan Agreement No. : BD-0173, BD-0174 & BD-0175 Project ID No. : pBGD0209 The Department of Local Government Engineering Department (LGED) has been allocated public funds from the Government of the People’s Republic of Bangladesh (GoB) towards the cost of the Rural Access Road Improvement Project in Sylhet Division to be implemented in 38 Upazila under District of Sylhet, Moulvibazar, Habiganj and Sunamganj under the financial assistance of Islamic Development Bank (IDB) and it intends to apply part of the proceeds of these funds to payments under the contract for the provision of consultancy services for the project by a Consulting Firm (National) for Baseline Survey. The General Procurement Notice (GPN) of the project has already been published in the National Daily newspaper “The New Age” on 22/06/2016 as well as published in IDB website. The purpose of the baseline survey is to acquire of the poverty and socio-economic situation in the Sylhet division. The service include to prepare a process monitoring tools (called strategic results framework/Implementation Map), other monitoring tools/mechanisms will include analytical reports, periodic field visits, on-the-spot field visits, etc.; setting viewpoints of milestones and targets to assess progress in the mid-way M&E for undertake mid-term course-corrections & revisions. The firms will also be formulating, collecting, surveying, studying and analyzing the base lines of derived indicators under all the components following the concept of strategic result framework of the project.. The Experience, Resources and Delivery Capacity of the firm required are at least 5 years working experience, skilled manpower and financial capacity. The Project Director, RARIP in Sylhet Division, LGED now invites eligible applicants to indicate their interest in providing the services. Interested consultants are invited to provide following information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar operating conditions, availability of appropriate qualification and experience among staff, etc.) in competitive proposal. An applicant may associate with other consultant(s) to enhance their qualifications and clearly specify the type of association (a joint-venture or sub consultancies) as well as the nature of its business (commercial or not-for profit). A consultant will be selected using the selection sub-method in accordance with the Guidelines for the Use of Consultants under IDB Financing (current edition). It is expected that the services will be commenced on 01-04-2017 and shall be completed by 31-06-2017.
