REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES) COUNTRY Republic of Kazakhstan PROJECT Reconstruction of the Atyrau-border of the Russian Federation (Astrakhan) Road Project ASSIGNMENT Consultancy Services for Design Review and Construction Supervision MODE OF FINANCING Service Ijara and Istisna’a CONTRACT/BID NO. KAZ-1004 The Republic of Kazakhstan has received an approval for financing from the Islamic Development Bank (IsDB) toward the cost of the Reconstruction of the Atyrau-border of the Russian Federation (towards Astrakhan) Road Project and it intends to apply part of the proceeds loan toward payments for consultancy services. The services include review of detailed design, assistance in preparation of respective bidding documents and supervision of civil work contracts under the Project as well as road safety audit. Please refer to the General Procurement Notice (GPN) for this project that appeared on website of the Ministry for Investments and Development of the Republic of Kazakhstan http://mid.gov.kz and website of Islamic Development Bank http://www.isdb.org, dated April 24,2017. The road is located in Atyrau oblast and is part of A-27 route. The project scope involves reconstruction of 274km 2-lane existing road to 15m wide category II asphaltic paved road standard, associated structures, drainage works, safety devices, environmental mitigation measures etc. and other associated miscellaneous civil works, road side facilities and other associated civil works. The Committee for Roads of the Ministry for Investments and Development of the Republic of Kazakhstan (hereinafter “Committee”), an executing agency of the project, now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.) Experience in the following area or tasks shall be the minimum requirement for the assignment: • Assistance in Project Management • Design of works for the construction of Roads and Highways • Procurement (preparation of bidding documents, evaluation, contract administration etc.) • Construction Supervision and quality control Consultants may express interests in the forms of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy. A consultant will be selected from a shortlist of International Consultancy firms limited to IDB Member Countries as defined in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition).
