GENERAL PROCUREMENT NOTICE REPUBLIC UZBEKISTAN CONSTRUCTION OF MODERN RURAL HOUSING PROJECT (PHASE-2) GENERAL PROCUREMENT NOTICE Mode of financing: Istisna’a The Republic of Uzbekistan has applied for financing in the amount of US$ 300.00 million equivalent from the Islamic Development Bank toward the cost of the “Construction of Modern Rural Housing Project (Phase-2)”, and intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. The Project targets to expand access to affordable and improved housing, equipped associated basic infrastructure as well as social and market facilities, for the rural population of Bukhara, Namangan, Andijan, Jizzakh, Navoi and Sirdarya regions of the Republic of Uzbekistan from 2017-2019. The Project scope consists of the following component: i. Rural Housing and Infrastructure Development; ii. Administrative Services; iii. Capacity Development; and iv. Project Management Support PROCUREMENT ARRANGEMENTS: PROCUREMENT OF WORKS i. Construction of 6,404 houses and associated infrastructure, approximately 197.8 km water supply networks, 110.5 km internal roads. Procurement method – National Competitive Bidding. PROCUREMENT OF SERVICES i. Technical Review of the Constructed houses and associated infrastructure. Procurement method – Quality and Cost Based Selection from shortlist of firms from IDB Member Countries. ii. Financial Audit Services to be carried out on annual basis. Procurement method – Least Cost Selection from Shortlist of National Audit Firms Procurement of contracts financed by the Islamic Development Bank, which will be conducted through the procedures as specified in the Islamic Development Bank’s Guidelines for Procurement of Goods and Works Under Islamic Development Bank Financing (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition) Specific procurement notices for contracts to be bid under the Islamic Development Bank’s national competitive bidding (NCB) procedures, and for contracts for Consultancy services will be announced, as they become available on IDB’s official website (www.isdb.org) and tenderweek.com.
