GENERAL PROCUREMENT NOTICE TURKMENISTAN TURKMENISTAN-AFGHANISTAN-PAKISTAN-INDIA GAS PIPELINE PROJECT OIL AND GAS SECTOR GENERAL PROCUREMENT NOTICE Mode of Financing: Istisna'a, Installment Sale The Government of Turkmenistan has applied for financing in the amount of US$ 700 million from the Islamic Development Bank toward the cost of the Turkmenistan-Afghanistan-Pakistan-India Gas Pipeline Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. The project will include the following components: procurement of 214 km line-pipes material (56” steel pipes, gas taps, transportation), procurement and installation of auxiliary equipment (wedging actuator standard station, gas metering station, SCADA system, and VL10 with EHZ equipment), Gas Compressor Station (engineering and design, procurement and installation of plant equipment, construction works, commissioning and an O&M knowledge transfer program), Consultancy Services for the supervision of implementation, financial audit. Procurement of the IDB-financed components will be through the international competitive bidding (ICB). The selection of Consultant for Supervision of Implementation will be made through the Quality and Cost Based Selection (QCBS) among shortlist of international consulting firms. The selection of consultant for project financial audit will be through the Least Cost Selection method (LCS) among a short list of local firms. Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition). Specific procurement notices for contracts to be bid under the Islamic Development Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services financial audit will be announced, on 06.03.2017, in IsDB website www.isdb.org, Asharq Al Awsat newspaper, local newspaper “Independent Turkmenistan” and website of the oil and gas sector of Turkmenistan www.oilgas.gov.tm. Prequalification of suppliers and contractors during the ICB process will be required for the procurement of the EPC contract for Gas Compressor Station.
