“PRE-PAYMENT METERING SYSTEM PROJECT IN THE SIX DISTRIBUTION ZONES OF BANGLADESH POWER DEVELOPMENT BOARD (BPDB)” POWER DIVISION, MINISTRY OF POWER, ENERGY AND MINERAL RESOURCES, BANGLADESH Mode of Financing: Service Ijara and Installment Sale Financing No. BGD1005 The Bangladesh Power Development Board (BPDB), a state owned utility of the Government of Bangladesh (GoB), has received financing from the Islamic Development Bank (IDB) toward the cost of the “Pre-payment Metering System Project in the Six Distribution Zones of Bangladesh Power Development Board (BPDB)” and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the BPDB/GoB and IDB. The project will include the following components: - Prepayment Metering System (Procurement, installation, construction, commissioning, testing and operationalization of a complete prepayment metering system including Main Information Center with Servers, Vending Software, Prepayment Meters, Vending Stations etc.) to be procured under IDB's international competitive bidding (ICB) procedures with Prequalification. - Consultancy Services (detailed design and supervision) to be procured under IDB's procurement procedures for short-listing of international firms. Procurement of goods and works contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (current edition), and is open to all eligible bidders as defined in the guidelines. Consultancy services contract will be procured in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition). Specific procurement notices for contracts will be announced, as they become available, in IDB Website, BPDB Website and international and local technical magazines and/ or newspapers. K. M.
