Reconstruction of the Atyrau-Border of the Russian Federation (Astrakhan) Road Project
GENERAL PROCUREMENT NOTICE Republic of Kazakhstan Reconstruction of the Atyrau-Border of the Russian Federation (Astrakhan) Road Project Sector: Transport MODE OF FINANCING: Istisna’a FINANCING NO.: _________ The Republic of Kazakhstan has applied for financing in the amount of US$328.5 million (three hundred twenty-eight million and five hundred thousand US dollars) equivalent from the Islamic Development Bank toward the cost of the Reconstruction of the Atyrau-Border of the Russian Federation (towards Astrakhan) Road Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Government of Republic of Kazakhstan. The project will include the following components: (a) Civil Works: would cover all works related to the reconstruction of 274 km road section including earthworks, removal of existing pavement, construction of subgrade, granular pavement layers, asphalt concrete pavement, shoulders, relocation of utilities, retaining structures, laying of water pipelines, construction of bridges, overpasses through the railway, road maintenance depot, road maintenance site, road service stations, intelligent transport system, interchanges, rest areas, stops for public transport, underpasses and reinforced concrete culverts, post of road patrol service, installation of road safety devices, environmental mitigation measures etc. and other associated miscellaneous civil works. (b) Consultancy Services: Scope of work of the Project Supervision Consultant will include but not limited to review of detailed design documents, preparation of project related procurement documents and supervision of civil work contacts under the Project. (c) Road Maintenance Equipment (RME): would cover the acquisition of necessary road maintenance equipment and machinery required for the sustainability of the Project and the maintenance of roads of national importance. Procurement of civil works contracts financed by the Islamic Development Bank will be conducted through International Competitive Bidding limited to IDB Member Countries (ICB/MC), while procurement of RME will be conducted through International Competitive Bidding (ICB open) procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (current edition), and is open to all eligible bidders as defined in the Guidelines. The Project Design Review and Supervision Consultant will be selected from a short-list of International Consultancy firms limited to IDB Member Countries as defined the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition). Specific procurement notices for contracts to be bid under the Islamic Development Bank’s ICB/MC ICB procedures and for consultancy services contracts wouldbe announced, as they become available, in the Government and IsDB Websites and international newspaper of wide circulation. Prequalification of contractors will be required for the following contracts: - Lot 1: Reconstruction of 32 km road section from km 616 to km 648 (Category II), - Lot 2: Reconstruction of 45 km road section from km 648 to km 693 (Category II), - Lot 3: Reconstruction of 60 km road section from km 693 to km 753 (Category II). - Lot 4: Reconstruction of 80 km road section from km 753 to km 833 (Category II). - Lot 5: Reconstruction of 20 km road section from km 833 to km 853 (Category II). - Lot 6: Reconstruction of 37km road section from km 853 to km 893 (Category II).
