The Government of Uzbekistan has received financing from the Islamic Development Bank toward the cost of the “Support to Development of Oncology Services Project in the Republic of Uzbekistan”, and intends to apply part of the proceeds for training services (repeatedly). The services include training of the following number of specialists:

Above indicated specialists shall be trained for provision of contemporary radiotherapy services using linear accelerators, tele- and brachytherapy equipment procured by the project, including:

The following phased training approach is proposed:

  1. Phase 1. Training of trainers at appropriate specialized training center, which will be engaged under this consultant selection.

  2. Phase 2. The trainers will conduct further training of practitioners in Uzbekistan.

Please refer to the General Procurement Notice (GPN) for this project that appeared on the websites of Islamic Development Bank on 29.09.2014 and Ministry of Health of Uzbekistan on 23.10.2014, and in the newspaper Asharq Al-Awsat on 11.12.2014, issue 13162. The Ministry of Health of Republic of Uzbekistan now invites eligible training centers to indicate their interest in providing the services. Interested training centers must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience and resources in the following area or tasks shall be the minimum requirement for this assignment:

  1. 1)  Organization of specialized training for medical and technical personnel of radiotherapy services (radiation oncologists, medical physicists, radiotherapy operators and radiation protection officers);

  2. 2)  Qualified teaching staff in each area of radiotherapy (radiation oncology, medical physics, radiation protection), embedded in clinical practice;

  3. 3)  Technical infrastructure:

    1. Radiotherapy: at least one linear accelerator.

    2. Brachytherapy unit: high dose-rate.

    3. Treatment simulator, either a conventional simulator or CT-simulator.

    4. Treatment planning system or access to computerized treatment planning.

    5. Mould room facility.

    6. Equipment for dosimetry and physical quality assurance.

In the event that the training center cannot provide all required equipment/techniques for the training purposes, cooperation of several training centers can be established in order to organize a comprehensive training program that will meet these requirements.

Training centers may express interests in the forms of association, validated by an agreement among members of the association, which clearly specifies the type of association, i.e. a joint venture, intermediate forms of association, or sub consultancy.

A training center will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition).
