The Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan has received financing from the Islamic Development Bank for the “Support Development of Higher Educational in Uzbekistan”, and intends to apply part of the proceeds for consultant services. The services include Project Management, where the Beneficiary engages a Project Management Consultant to undertake the overall responsibility for planning, design, procurement and commissioning of a project. The Project Management Consultant acts as the Beneficiary’s executing arm in all matters connected with the implementation of a project. Please refer to the General Procurement Notice (GPN) for this project that appeared in www.tenderweek.com, dated 15.04.2019 y, and IDB’s web-site www.isdb.org dated 06.05.2019y.

The Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in the following area or tasks shall be the minimum requirement for the assignment:

• Project Management;
• Assess the list of equipment per institution and form a list of equipment including technical specifications of equipment;
• Prepare bidding documents;
• Carry out site supervision for installation of equipment;
• Prepare Project Progress/Completion Reports; and,
• Commission the supply and installation of the equipment.

Consultants may express interests in the forms of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy.

A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing and by the method of “Quality and Cost Based Selection (QCBS) from shortlist of firms from member countries of the Islamic Development Bank”.
