The Government of the Republic of Uzbekistan has received financing in the amount of USD 44 480 000 (Forty Four Million Four Hundred Eighty Thousand United States Dollars Only) equivalent from the Islamic Development Bank (IsDB) toward the cost of the Development of the Higher Education, and it intends to apply part of the proceeds to payments for goods, related services and consulting services to be procured under this project. This project will be jointly financed by the Government of the Republic of Uzbekistan.

The IsDB Financing under this project will include the following components:

1. The Laboratory Equipment and Related Training;
2. The Supervision and Equipment Management Consultant;
3. The Financial Audit Services consultant.

Procurement of goods financed by the Islamic Development Bank will be conducted through the International Competitive Bidding (ICB) procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Islamic Development Bank in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition).

Specific procurement notices for contracts to be bid under the Islamic Development Bank’s international competitive bidding (ICB)  procedures will be announced, as they become available, in IsDB (www.isdb.org) and the Ministry of Higher and Specialized Secondary Education (www.edu.uz) Websites, and in other mass media.

Procurement of IDB financed components will be carried out as follows:

1.The Laboratory Equipment: International Competitive Bidding (ICB),

2.The Supervision and Equipment Management Consultant: Quality and Cost Based Selection among a short list of member country firms (QCBS).

3.The Financial Audit: Least Cost Selection among a shortlist of local firms(LCS/LC) instead of QCBS.

According to the Procurement Plan and as per the clause 2.2.2. of the Guidelines for Procurement of Goods and Works, the bidding documents will be available on 14.07.2019.
