Country: Mozambique Name of Project: Temane Transmission Project Sector: Energy Sector (Transmission & Distribution) GENERAL PROCUREMENT NOTICE

Electricidade de Moçambique (EDM) has received financing in the amount of USD 97,7 million (ninety seven million and seven hundred thousand United States Dollars) equivalent from the Islamic Development Bank toward the cost of the Temane Transmission Project (TTP) for Regional Transmission Development Project (Phase 1), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the OPEC Fund for International Development (OFID), World Bank, (WB), African Development Bank (AfDB) and Development Bank of Southern Africa (DBSA).

The project will include the following components:

·         Works: (i) 400 kV Line between Vilanculos, Chibuto, Matalane and Maputo, comprising 2 lots of 400 kV transmission lines, 1 Lot of AIS Substations, 1 Lot of Power Transformers and Reactor Transformers and 1 Lot of Static Compensators.

·         Services: Project Financial Audit, IndividualConsultants (Advisory) and Capacity Building and Training.

·         Goods: Equipment of Project Implementation Unit (PIU), PIU Vehicles and IT Equipment.

Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods, Works and related services under Islamic Development Bank Project Financing (April 2019), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Procurement of Consultant Services under IsDB Project Financing (April 2019) Moreover, one other procurement procedures will be used for the contracts financed by other technical and financial partners of the project, namely:

Procurement of contracts financed by World Bank and other technical and financial partners agreed to use its procedures will be conducted through the procedures as specified in Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (edition July 2016 revised August 2018), and is open to all eligible bidders as defined in the Regulations.

Specific procurement notices for contracts to be bid under the Islamic Development Bank’s international competitive bidding (ICB) or international competitive bidding – member countries (ICB/MC) procedures and for contracts for consultancy services will be announced, as they become available, in IsDB Website and EDM Website and Jornal Noticias.
