The People’s Republic of Bangladesh has received financing from the Islamic Development Bank (IsDB) towards the cost of Urban Water Supply and Sanitation in 23 Pourashavas Project in Bangladesh, and intends to apply part of the proceeds for consultancy services. The services include capacity building program on WASH management and waste (Faecal and solid) management in the 23Pourashavas. The Project will be implemented over a period of 18 months (continuous) and will require inputs from a team of local expert consultants. About 153 person-months of local consultants are required consisting of professionals with expertise in management, training, management information systems, and water supply financial systems.

The Department of Public Health Engineering (DPHE) of The Ministry of Local Government Rural Development and Co-operatives now invites eligible consulting firms (“Consultants”)” to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in institutional development, human resource development, availability of appropriate skills among staff, etc.). The short listing criteria are: i. institutional capacity building, ii. Development of utility service’s billing of Municipalities, iii. business model development, iv. capacity building modules/manuals on water, sanitation and waste management, v. smart service monitoring and community development. Key Experts will not be evaluated at the shortlisting stage.

 

The attention of interested Consultants is drawn to Paragraphs, 1.23, and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or asub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

Revise this para as below: A consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method among shortlist of National (Domestic) firms set out in the Procurement Guidelines.
