GENERAL PROCUREMENT NOTICE

The Government of Bangladesh has received financing in the amount of US$ 56.00 million from the Islamic Development Bank toward the cost of the “Inclusive and Integrated sanitation & Hygiene Project in 10 priority Towns in Bangladesh” and it intends to apply part of the proceeds to payments for goods, works, relate services and consulting services to be procured under this project. This project will jointly financed by the Government of Bangladesh.

 

 

The project will include the following components such as 1) water point installation, 2) Sanitation Facilities; 3) Solid Waste Management Facilities; 4) Faecal Sludge Management Facilities; 5) Rehabilitation of Existing Facilities; 6) Capacity Building & Awareness; 7) Consultancy Services and 8) Implementation Support. A brief description of Goods, Works, and Consulting Services to be procured shall be as follows:

 

Works:

The construction of Solid Waste Management (SWM) and Faecal Sludge Management Systems FSM), Containment Systems, Community Toilets, Dustbins, Transfer Stations, Point Source of Tube-Wells, House Connections, Street Hydrants, Land Development, Repair/Maintenance of Building and Structures, Sanitation and Water Supply, Research /Technology Piloting, Survey and Monitoring of Works, and Soil/Material/Water Testing shall be procured through National Competitive Bidding (NCB) method.

 

Goods:

The procurement of Road Sweeping Trucks and Incinerator/ Combustion units shall be conducted through International Competitive Bidding (ICB-Open) method. The procurement of Equipment for Mobile Testing Laboratory, O & M Tools for Faecal Sludge Management and Solid Waste Management plant, Desludging Trucks, Truck (3 Ton capacity), Diesel Generators, Excavator, Hand Trolley and Rickshaw Vans, Chemicals for Water Treatment Plant (WTP), Audio/Video Product, Printing and Binding Product, Stationaries, Computer with accessories, Photocopier, Office Furniture and Equipment,  Repair/Maintenance of Motor Vehicle, Machineries and Equipment, Engineering and other Equipment shall be conducted through National Competitive Bidding (NCB) method.

 

Consultancy Services:

A Firm for Consultancy Services for Supervision and Technical Support shall be selected through Quality-and Cost-Based Selection (QCBS) method with shortlist of firms from IsDB Member Countries. Firms for Capacity Building and Awareness Services, Integrated Information Management System, Smart Digital Inclusive financing systems and other software components shall be selected through QCBS method among shortlist of National Firms. Independent Financial Auditing firm shall be selected through Least Cost Selection (LCS) method among shortlist of National Firms. A firm for Monitoring and Evaluation shall be selected through Fixed Budget Selection (FBS) among shortlist of National Firms. Procurement Expert and Financial Management Specialist shall be recruited following Individual Consultant Selection (ICS) method using National Shortlist.

 

Procurement of contracts financed by Islamic Development Bank (IsDB) will be  conducted through the  procedures as specified in the Guidelines for Procurement of Goods, Works and Related Services under Islamic Development Bank Project Financing (April 2019 edition, amended from time to time) and is open to all eligible bidders as defined in the Guidelines.  Consulting Services will be selected in accordance with the Guidelines for the Procurement of Consultant Services under Islamic Development Bank Project Financing (April 2019 edition, amended from time to time).

 

Specific procurement notices for contracts to be bid under the Islamic Development Bank’s ICB-Open or NCB procedures and Request for Expression of Interest (REOI) for contracts for consultancy services will be announced as they become available, in IsDB Website, on either UNDB Online or DgMarket, CPTU website, DPHE website, and in Local newspapers.
