1.The Islamic Development Bank has approved for the Government of Sierra Leone USD 46.68 million under the Istisna’a and Loan (ISFD) modes of financing toward the cost of the GIETRENK: Sierra Leone Community Driven Development Phase II Project. This project is being executed by the National Commission for Social Action (NaCSA) will be jointly financed by the Government of Sierra Leone and the Islamic Development Bank. The Specific Procurement Notice followed the General Procurement Notice (GPN) for the GIETRENK: Sierra Leone Community Driven Development Phase II project that appeared in UN Business Development Ref: IsDB41-12/15, DEVEX,NaCSA, Sierra Leone National Public Procurement Authority (NPPA), IsDB websites in December 2019.
2. The National Commission for Social Action (NaCSA), the Project Implementing Agency now invites sealed bids from eligible bidders that have executed at least five contracts of similar nature and volume to submit bids for the Construction of the undermentioned:

3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in IsDB’s Guidelines: Procurement of Goods, Works and related services under Islamic Development Bank Project Financing April, 2019 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.18 -21 setting forth IsDB’s policy on conflict of interest.
4. Interested bidders may obtain further information and inspect the bidding document at the address below between 8:00 am and 4:00 pm from Mondays to Fridays. 5. A complete set of bidding documents in English language may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee[1] of USD 100 (One Hundred United State Dollars only). The method of payment will be Bank Account The document will be sent by courier services may be required for overseas delivery. With the agreement of IsDB, documents may be distributed by e-mail. For JV with local firm, hand delivery is required.
6. Bids will be closed and opened on the 6rd January, 2023 at 10:00am in the presence of bidder’s or their representatives who choose to attend, in the Conference Room, National Commission for Social Action, Room No. 2F2, 2nd Floor, NaCSA House, 14-16 Charlotte Street, Freetown. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below
7. All bids must be accompanied by a “Bid Security” as appropriate of USD 75,000 for each lot. And
((a) copies of original documents defining the constitution or legal status, place of registration, and principal place of business; written power of attorney of the signatory of the Bid to commit the Bidder
(b) experience in works of at least 2 contracts of similar nature and size for each of the last five years, and details of work under way or contractually committed; and clients who may be contacted for further information on those contracts;
(c) major items of construction equipment proposed to carry out the Contract;for each lot:
-Cement mixer ( large, Output 10m3/ day)
-Hoisting Equipment and Scaffolding for elevation work
-Saftey Equipment for workers
-Dumper Truck minmum one
(d) qualifications and experience of key site management and technical personnel proposed for the Contract; for each Lot
(f) reports on the financial standing of the Bidder, such as profit and loss statements and auditor’s reports for the past five years;
(g) evidence of adequacy of working capital for this Contract (access to line(s) of credit and availability of other financial resources);
(h) authority to seek references from the Bidder’s bankers;
(i) information regarding any litigation, current or during the last five years, in which the Bidder is involved, the parties concerned, and disputed amount
