The Republic of Suriname has received financing from the Islamic Development Bank (IsDB) Group, the Saudi Fund for Development (SFD) as well as the OPEC Fund for International Development (OFID) toward the cost of the Expansion of Transmission and Distribution Systems, and intends to apply part of the proceeds for consultant services.

 

The services include providing consulting and contract management services for the Expansion of Transmission and Distribution Systems Project in Suriname. The Consultant will support NV Energiebedrijven Suriname (EBS) in the review and alignment of designs, contract administration, and periodic supervision of construction activities for three EPC contracts: (i) Substations, (ii) Overhead Transmission Lines, and (iii) Underground Cable Systems. The expected duration of the assignment is approximately twenty-four (24) months, starting in February 2026, and will require an estimated 60–70 professional staff-months. The Consultant will prepare regular progress, integration, and completion reports, ensuring high-quality implementation in accordance with EBS standards and IsDB procurement guidelines.

The NV Energiebedrijven Suriname now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

 

The shortlisting criteria are:

• Core Business and Years in Business: The firm must have at least 10 years of experience in the power sector, particularly in transmission and distribution projects.
• Relevant Experience: Demonstrated experience in at least two similar assignments involving contract management, supervision, and design review for large-scale EPC projects in the energy or infrastructure sectors, preferably financed by multilateral development banks such as IsDB, World Bank, or IDB.
• Technical and Managerial Capability: Availability of qualified key experts, including Electrical Engineers (Substation, Overhead Line, Underground Cable), Civil Engineer, Contract Management Specialist, and Social, Environmental, Health & Safety Specialist with proven international experience.
• Regional Experience: Experience working in developing countries or regions with similar operating conditions (Caribbean or Latin America) will be considered an advantage.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to 1.12.1 and 1.12.2 paragraphs of the Procurement Policy of the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Guidelines.
