Background
The Government of Sierra Leone through the Ministry of Agriculture and Food Security has received financing from the Islamic Development Bank toward the cost of the Livestock and Livelihoods Development Project, and intends to apply part of the proceeds for consultant services.
The services to provide expertise for the detailed design, develop Bill of Quantity, technically support in the bidding process and supervise the physical implementation of the works in the Implementation districts for the following:
- Construction of 2 Livestock Markets (2boreholes, loading and off-loading ramp, office space for market information, security post, toilet facilities and veterinary outpost), in Por t Loko and Moyamba
- Construction/Rehabilitation and equipment of 4 Slaughterhouses (Provision of 3 boreholes/ solar/cold storage facilities, fencing, landscaping)
- Construction and equipment of 100 Medium Size Enterprises (Poultry, cattle, and small ruminants)
- Construction and equipment of 8 veterinary one stop drugs stores
- Rehabilitation of Livestock Station at Falaba
- Production of 3000 Ha of Maize in 6 districts (improved seeds and fertilizers and agrochemicals), for 2 years
- Construction and equipment of 6 Veterinary Clinics
- Construction and equipment of 8 veterinary one stop drug stores
- Construction and equipment of 5 quarantine facilities
- Construction and equipment of Feed mill
- Construction and equipment of Hatchery
The consultancy will be implemented over a period of 5 years and the expected start date of the assignment is November 2025.

The Ministry of Agriculture and Food Security now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
The shortlisting criteria are:
- Firms should provide evidence of their specific experience (two similar experiences undertaken) related to Design and Supervision of civil works.
- Firm should have a minimum of 10 years’ experience related to design and supervision
- Proven track record of delivering successful project of this nature in the region.
The attention of interested Consultants is drawn to 1.12.1 and 1.12.2 paragraphs of the Procurement Policy of the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing April 2019 (Revised February 2023) (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with Quality and Cost Based Selection (QCBS/MC) among a shortlist of Member Countries Firms as defined in the IsDB Guidelines for the Procurement of Consultant Services under IsDB Project Financing (April 2019 edition revised in February 2023) method set out in the Procurement Guidelines.
