The Gambia Government has received financing from the Islamic Development Bank towards the cost of the Construction of service roads parallel to the dual carriageway including side drains, road furniture, parking areas and streetlights where applicable with one overpass at Sukuta- Jabang and intends to apply part of the proceeds for consultant services.
The National Roads Authority (NRA) seeks to engage a consulting firm to oversee the construction supervision of several key components along the Bertil Harding Highway. These components include:
- Construction of service roads to have a width of 6.00m (minimum) respectively where applicable. Width of sidewalks 1.50m wide (minimum) construction six-meter-wide service roads running parallel to the dual carriageway
- Construction of an overpass at Sukuta-Jabang (CH. 6+900), drainage systems, side drains, and associated road infrastructure such as street lighting, signage, and other road furniture.

The consultancy will be implemented over a period of 36 calendar months (24 months for construction supervision and 12 months for defect liability period) excluding specific periods for surveys and investigations on-site conducted by the contractor.

The National Roads Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
The shortlisting criteria are: (i) information detailing the company’s existence years in business and areas of expertise (ii) list of similar assignments and experience in similar conditions, (such as supervision and control of complex and similar works )(iii) list and qualification of overall permanent staff of the firm and (iv) technical and management capacity and logistical means available (v) any other relevant information . Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to 1.12.1 and 1.12.2 paragraphs of the Procurement Policy of the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Quality Cost Based Selection method set out in the Procurement Guidelines.
