Sonagazi 220 MW Solar Power Plant Construction Project (IsDB Sonagazi 220 MW Solar Power and Livelihoods Improvement Project) at Sonagazi, Feni, Bangladesh

GENERAL PROCUREMENT NOTICE

Agency: Electricity Generation Company of Bangladesh (EGCB) Limited

Mode of Financing: Forward Lease, Loan and Grant

 

  1. The Government of Bangladesh has applied for financing in the amount of USD 143.28 million equivalent from the Islamic Development Bank toward the cost of the “Sonagazi 220 MW Solar Power Plant Construction Project (IsDB Sonagazi 220 MW Solar Power and Livelihoods Improvement Project)” and it intends to apply part of the proceeds to payments for good, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Government of Bangladesh, Islamic Development Bank and EGCB.

 

  1. The project comprises three components such as 1) Construction of Solar Power Plant and Machineries, 2) Consultancy Services for Design Review, Supervision and Monitoring and 3) Livelihood Improvement for Women Empowerment and Youth Development. The details of the components procurement procedures for Goods, Works, and services shall be as follows.

 

Works:

The works component includes design, supply, installation, testing and commissioning of 220 MW (AC) Solar PV Power Plant (Construction of Solar Power Plant and Machineries). A 220 MWac solar power plant and 2nd circuit of existing 230 kV Transmission Line (including GIS/AIS bays at respective substations) will be constructed under this component. Stringing 2nd circuit of existing 230 kV Transmission Line (including GIS/AIS bays at respective substations) is included within the scope of the EPC Contract. Women and Youth Livelihood Improvement training will be also conducted under this component. The procurement will be done through Open International Competitive Bidding (ICB-Open).

 

Goods:

The procurement of goods under Livelihood Improvement for Women Empowerment and Youth Development includes procurement of 1) Desktop Computer and Computer Lab related Equipment, 2) Sewing Machine, Mobile Servicing Toolbox, Electrician Toolbox and Library Equipment, 3) Livestock and Agriculture Items (Cow, Sheep, Chicken, Seeds & Fertilizer and Fish Fry), and 4) Auto Rickshaw for Disabled. The procurements of above four packages will be done through Shopping (National) method.

 

Consultancy Services:

The Consultancy services include procurement of Consultancy Services for Design Review, Supervision and Monitoring. Design Review, Supervision and Monitoring Consultant will assist EGCB in implementing a EPC contract of at least 220 MWac Solar Power Plant through an EPC Contractor from design, procurement, supply, installation & erection, testing and commissioning. The procurement will be done through Quality & Cost Based Selection (QCBS) method through shortlisting of International Firms.

 

  1. Procurement of works and goods contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for the Procurement of Goods, Works, and Related Services under IsDB Project Financing (April 2019 edition, amended from time to time) and is open to all eligible bidders as defined in the Guidelines. Consulting services will be selected in accordance with the Guidelines for the Procurement of Consultancy Services under IsDB Project Financing (April 2019 edition, amended from time to time).

 

  1. Specific procurement notices for contracts to be bid under the Islamic Development Bank’s ICB-Open procedures and Request for Expression of Interest (REOI) for contracts for consultancy services will be announced as they become available, in IsDB Website, on DgMarket, BPPA website, EGCB website, and in local newspapers.
