Contract Title: Procurement of Plant Design Supply and Installation for Underground Cable Laying (Lot 3)

NCB Reference No. ISDB-003

1. The Republic of Suriname has received financing in the amount of USD 105,695,000.00 (One Hundred Five Million and Six Hundred Ninety Five Thousand United States Dollar) from the Islamic Development Bank (IsDB) Group and the Saudi Fund for Development (SFD) toward the cost of the Expansion of Transmission and Distribution Systems, and intends to apply part of the proceeds toward payments under the contract for Procurement of Plant Design Supply and Installation for Underground Cable Laying (Lot 3).
2. The NV Energiebedrijven Suriname now invites sealed bids from eligible bidders for the following underground cable system connections:
   • 161 kV double circuit Underground cable system Substation R - Substation D2 (will have approximately a length of 10 km)
   • 110 kV double circuit Underground cable system Substation D2 - Substation RW (approximate length of 8 km)
   • 110 kV double circuit Underground cable system Substation J - Substation A5(approximate length of 2 km)

3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in IsDB’s Guidelines: Procurement of Goods, Works and related services under Islamic Development Bank Project Financing  September 2018 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.18 -21 setting forth IsDB’s policy on conflict of interest.
4. Interested eligible bidders may obtain further information at the address given below.
5. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 500.00. The method of payment will be direct deposit to a specified account number which will be shared after we have received the written application. The documents will be distributed by email.
6. Bids must be delivered to the address below Noorderkerkstraat 2-14 – Head Office EBS before Monday 29th of September 2025 - 10.00am Local Time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below Noorderkerkstraat 2-14 – Head Office EBS on Monday 29th of September 2025 at 10.15am Local Time.
7. All bids must be accompanied by a Bid Security of USD 310,000.00 (Three Hundred and Ten Thousand United States Dollar).
